Job Description
Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategy, Performance and Results (OSPR), Enterprise Strategy Group (ESG). As a SUPV PROGRAM MANAGER, GS-0340-15, you will serve as the Group Director of ESG, providing leadership, managerial, and overall direction of resources on the enterprise strategic plan, component strategic blueprints, and an enterprise risk management capability. Responsibilities Plans and assigns work to be accomplished by subordinates and sets and adjusts short-term priorities. Reviews work performance and conducts formal performance appraisals. Advises and counsels employees on both work and administrative matters. Oversees staff work responsible for the delivery of CMS enterprise strategies from development through execution, including the development of a strategic agenda and execution planning function and an enterprise risk management function. Exercises administrative, technical direction and control over Group staff and contractor support staff. Marshals resources across varied contractors, CMS components, and non-CMS government entities. Provides recommendations and advice to OSPR Director and Deputy Director on leveraging the human resources necessary to successfully accomplish the mission of project teams who operate against schedule, budget, and scope constraints. Identifies employee strengths and developmental/ training needs. Provides or arranges for development/ training to close skill gaps (e.g., on-the-job experiences, formal classroom or virtual training courses, mentoring, coaching, etc.). In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Experience supervising staff or project teams on work related to strategy development, risk management, or organizational performance; and Experience facilitating communication and collaboration among staff to build consensus and identify improvement opportunities; and Experience using relevant data to make key decisions on resources, projects, and policies related to strategic planning, risk management, or organizational performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
