Job Description
Duties Participate with the Assistant Deputy District Engineer in the executive direction including the overall, comprehensive planning, managing, and leading the organization and staff in the delivery of the Bipartisan Budget Act of 2018. Serve as Office Chief providing program leadership to a large and functionally diverse team, while serving as supervisor for 20 positions with a duty station in Huntington, WV. Incumbent has responsibility for planning, directing, and coordinating the project management function and for the technical and administrative supervision of assigned staff. Communicate the status, direction and complexity of the overall program to stakeholders, including non-Federal sponsors (NFS); local, state and federal elected officials and agencies; non-governmental organizations (NGOs); and the media. Responsible for interfacing with the Huntington Office and District technical elements with prime responsibility for managing the BBA-18 program through a matrix management structure. Ensure adherence to the BBA-18 project parameters, to include schedule and cost, improving project continuity and customer interface, and ensuring consistent application of policy. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires incumbent to submit a Financial Disclosure statement OGE-450 upon initial entrance on duty and annually. Position may be filled as a temporary promotion or temporary reassignment NTE 13 months by a current permanent Army employee. Temp promotions/reassignments may be extended up to a max of five years, and MAY BE made perm without further competition. Position may be filled as a term appt NTE 13 months, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a max of 6 yrs with the potential for up to 8 yrs, MAY BE made perm without further competition. May be required to complete a one year supervisory probationary period. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
