Job Description
Summary About the Position: Works under the general supervision of the Chief, Design Services Branch. Responsible for leading a team that provides cost engineering and specifications services supporting Civil Works projects. Duties involve a broad range of specialized activities related to cost engineering and specifications functions. Responsibilities Applies engineering expertise about large and complex Civil Works projects, as well as addressing unique project features that may be without precedent. Creates Cost and Schedule Risk Assessments (CSRAs) that identify potential project cost and schedule risks, evaluates the probability of such risk occurring, and assigns a range of costs if such risk were to occur. Produces project cost certifications and recertifications. Develops costs and schedules for a wide range of projects completing design and nearing construction award. Directs staff who are preparing and/or reviewing specifications for development of final procurement packages for construction contracts.   • GS-1350 Series AND SPECIALIZED EXPERIENCE FOR THE GS-13: One year of specialized experience which includes. 1) Understanding and application of cost engineering products, processes, and policies AND 2) Serving on Project Delivery Team(s) providing cost technical input AND 3.) Providing IGEs, Cost & Schedule Risk Analyses, risk input for study formulation, study budgets and schedule milestones, and promoting knowledge transfer through cooperative efforts and cross training within a team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: Professional Engineer (PE) License, Professional Geologist License, Registered Architect Certification, Certified Cost Consultant (CCC) certification, OR a Certified Cost Engineer certification (CCE/PE). You will be evaluated on the basis of your level of competency in the following areas: Civil Engineering Interpersonal Skills Oral Communication Teamwork Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
