Job Description

Duties

VA offers a comprehensive total rewards package.
Major Duties:
  • Provides high quality direct care to outpatients by examining the eyes and applicable visual
systems for defects or abnormalities, including the medical diagnosis and management of eye
diseases within the scope of the optometrist's clinical privileges
  • The practitioner will examine patients in the outpatient settings; make a diagnosis and develop
and implement a treatment plan that may include a referral to the Low Vision Service and/or to
the Ophthalmology Service.
  • Successfully integrate patient care activities within the eye clinic as well as other patient care
programs within the medical center and/or within the community.
  • Consistently demonstrate expertise in diagnosing and treating seriously ill, multi-symptomatic
patients.
  • Reusable Medical Equipment: The incumbent will have knowledge of the processes for
Reusable Medical Equipment (RME) as required by this position. The incumbent will be required
to maintain current knowledge of the Standard Operating Procedures (SOPs) which document the
processes and procedures for cleaning, disinfection, sterilization, and preparation of RME
appropriate to this position. The incumbent will be able to demonstrate their ability to utilize an
acceptable proficiency in the use of RME appropriate to this position.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • Impaired Licensure. An optometrist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed on a probationary status may be appointed only in accordance with the provisions of chapter 3, section B, paragraph 14, this part
  • Language: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Citizenship: (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
  • Residents.Licensure in a State, Territory, or Commonwealth of the United States, or in the District of Columbia before completion of the first year of VA residency. Unlicensed residents must meet any registration or other equivalent requirements established for optometric residents of non-VA facilities or optometry clinics with which the VA facility is affiliated for training purposes during the first year of VA residency.
  • Education: Degree of doctor of optometry resulting from a course of education in optometry. The degree must have been obtained from one of the schools or colleges approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are:
    • United States and Canadian schools or colleges of optometry listed as accredited by the Council on Optometric Education of the American Optometric Association, in the list published for the year in which the course of study was completed.
    • Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth of the United States, or in the District of Columbia as qualifying for full or unrestricted licensure.
  • Optometrist (Except Residents). Licensed to practice optometry in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Optometrists are required to possess full and unrestricted licensure and to maintain a current registration in their State of licensure if this is a requirement of the particular State. The facility Director may waive this requirement if the optometrist is to serve in a country other than the United States and the optometrist has licensure in that country.
  • Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth of the United States, or in the District of Columbia as qualifying for full or unrestricted licensure.

  • Licensure or Registration:

Preferred Experience: Board Certified.
Grade Determinations: In addition to the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.

Physical Requirements: Heavy lifting (45 lbs. and over), light carrying (under 15 lbs.), reaching over shoulders, , walking (8 hrs.), standing (8 hrs.), ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13-16 in. to Jaeger 1-4, far vision correctable in one eye to 20/20, use of both eyes, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid permitted), hearing without aid, clear speech.
