Description
The Kentucky Public Service Commission regulates the intrastate rates and services of more than 1,100 investor-owned electric, natural gas, telephone, water and sewage utilities, customer-owned electric and telephone cooperatives, water districts and associations, and certain aspects of gas pipelines. Our mission is to foster the provision of safe and reliable service at a reasonable price to the customers of jurisdictional utilities while providing for the financial stability of those utilities by setting fair and just rates.

The Staff Attorney I position will be responsible for providing routine legal services of a varied nature for the Public Service Commission which are typically characterized by facts that are well established, involve established legal precedents and have a relatively moderate impact.

Responsibilities may include, but are not limited to:
  • Performs other duties as assigned.
  • Appears in courts of general jurisdiction.
  • Assists in the preparation of rate cases concerning telecommunication, gas, electric, water and sewer industries.
  • Assists in some complex legal research to advise Commission and staff concerning legal, procedural, and policy matters of cases. Assists in drafting some complex legal memorandum. This includes the drafting and reviewing of commission orders.
  • Handles various phases of litigation with immediate supervision for the Public Service Commission.

  • Excellent time management skills
  • Displays a high degree of self-motivation, discipline, and initiative
  • Available for limited travel and occasional overtime associated with administrative hearings
  • Communicate effectively in writing or verbally, in a logical, concise, and timely manner
  • Experience with litigation and case management
  • Strong research skills

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.116 (supervised practice), or SCR 2.117 (practice pending admission). Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.
Working Conditions
Duties are performed primarily in both office and courtroom settings. Travel is required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
