The NC Department of Health and Human Services (DHHS) is seeking a Program Director to lead the implementation of an enterprise electronic health record platform for all facilities overseen by the NC DHHS Division of State Operated Healthcare Facilities. The EHR Program Director, under the direction of the EHR IT Program Executive, guides the EHR Program team through planning and is the central point of communication, maintaining a common vision, plan, and goal across all areas of the program. The selected candidate must be a results-oriented individual with a very strong work ethic and able to demonstrate excellent IT Project Management, negotiation, communication and problem-solving skills. This position will be responsible for working with senior-level business executives, IT personnel, and business program resources to execute project requirements and manage stakeholder expectations.

Responsibilities

  • Authoring all project management artifacts following the practices and guidelines from the PMI’s PMBOK.
  • Supervising staff (State and contractual staff).
  • Leading and performing hands-on analysis of the business and technical environment.
  • Supervising implementation activities.
  • Coordinating with all project stakeholders and ensuring appropriate project controls.
  • Ensuring that deliverables are completed on time and accurately.
  • Developing the detailed project budget and monitoring expenditures.
  • Conducting formal presentations.
  • Ensuring that project plans and schedules are established and maintained.
  • Developing and maintaining all required State project documentation.
  • Serving as an IT management liaison to the business client.

Qualifications

  • Experience with objective decision-making based on strategic objectives priority, business performance analysis and resource availability.
  • Experience managing projects with large, complex automation implementation efforts.
  • Experience with technical architecture/infrastructure, multiple hardware platforms and operating systems.
  • PMI certification Project Management Professional (PMP).
  • Experience with project management tools (Microsoft Project).
  • Experience managing projects implementing large multi-client n-tier client/server systems.
  • Experience delivering IT projects within budget, scope, and schedule.
