About Us


The Division of Accounting exists to provide accountable financial information about the Colorado Department of Human Services and be of assistance to the management and all programs of the Colorado Department of Human Services, the State Controller’s Office, the Federal government, county departments of social/human services, Office of the State Auditor, Federal Auditors, and others in need.


The Southern District Accounting work unit within the Division of Accounting exists to provide fiscal management, proper accounting, financial reporting, and cost allocations for the Department of Human Services, the State Controller’s Office, the Federal government, county departments of social/human services, Office of the State Auditor, Federal Auditors, and others in need, for the programs assigned to the unit and the Travel and P-Card functions.


Description of Job


This position exists to provide management, supervision, and technical support for the Southern Accounting District, and reports to the Controller. The Southern Accounting Unit exists to provide accounting services for programs assigned and to district support services functions. The Southern Accounting Unit is responsible for all CDHS travel authorizations and reimbursements, and p-card functions.


This position manages the units within the Southern Accounting Unit—Financial Reporting and Analysis; Vouchering and Accounts Payable; Inventories; Medicaid/Medicare accounting and coordination; Program Accounting for programs assigned; Cash Receipts; and the CDHS Travel and Pcard unit. This position serves as the Controller of the Southern Accounting unit, providing leadership, training, subject matter expertise, guidance and direction to staff to ensure that all work is aligned with GAAP, Departmental policies, and the appropriate authoritative guidance.


This position administers and manages the financial affairs of CDHS’ Southern Accounting Unit as prescribed by laws and regulations, ensuring work performed promotes the accountability and efficiency of CDHS’s fiscal operations.


Major duties and responsibilities include, but are not limited to:


Organizational Management


  • Oversee functional units: Program Accounting, Accounts Payable/Inventory, Travel/Pcard, Regional Center Billing/Eligibility and Patients’ Accounts, and Resident/Patient Banking. Assign duties and respective FTE in these functional units. This position directly supervises and oversees staff within the Southern Accounting Unit.
  • Supervise, interview, hire, evaluate performance, schedule workloads, administer corrective and disciplinary actions, and monitor performance of staff of the Southern Accounting Unit , in conjunction with established work plans to accomplish the goals and objectives of the unit and Department. Advise staff on steps needed to meet requirements of various levels of upper management.


Program Support And Maintenance Of Systems


  • Report on the status of financial operations, addressing budget and programmatic issues, and respond to questions for assigned agencies. Supervise/participate with program, accounting, and OIT staff in interpreting, developing, and implementing new or updated accounting subsystems specifically related to duties associated in the Southern District Accounting.


Financial Administration


  • Act as the subject matter expert related to applicable CDHS facility billings and travel reimbursements. Oversee, direct, train and make implementation determinations to direct professional accountants within the Southern Accounting Unit.


Development Of Policies And Procedures


  • In conjunction with the Controller and Deputy Controllers, issue accounting policy and procedures for the Department assigned agencies and accounting staff by application of fiscal rules, GAAP, and CDHS policies.
Other Duties:


  • This position will perform other duties as assigned which may include, but not be limited to, collaborating with agency staff on an ad hoc basis, take on special projects, participate in various task groups/ committees, as requested.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Experience


Minimum Qualifications:


  • Four (4) years of experience in accounting or providing accounting services including, but not limited to financial reporting and analysis, accounts payable, accounts receivable, travel reimbursement, p-card administration, financial compliance, Medicaid/Medicare accounting and coordination.


~And~Education*:


  • A Bachelor's degree from an an accredited institution in accounting, mathematics, business administration or similar field of study, which included 24 semester hours in accounting or auditing.


Substitutions


  • Current, valid licensure as a CPA from the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience.
  • Additional experience in accounting or providing accounting services will substitute for the required education on a year-year basis.
  • Additional education* in accounting, mathematics, business administration or similar field of study, which includes 24 semester hours in accounting or auditing. will substitute for the required education on a year-year basis.
  • Applicants using education as a substitution MUST supply unofficial transcripts before the application deadline to the Human Resources office; applications requesting this substitution without transcripts will NOT be considered.


Stronger candidates will be those that demonstrate depth and breadth of skill and ability through a combination of work experience and formal training, to successfully perform the duties and responsibilities of this position.


Preferred Qualifications


  • Experience supervising multiple employees across multiple disciplines.
  • Managerial accounting experience in a hospital or healthcare facility setting.
  • CPA and/or MBA


Conditions Of Employment


  • Must pass a Colorado Bureau of Investigation background check, a Federal Bureau of Investigations background check as a condition of employment
  • The successful candidate in this position will also possess and maintain a valid Colorado driver's license and be able to independently travel throughout the state using personal transportation or a state vehicle for meetings and trainings
  • Must meet vaccination and documentation requirements per CMHIP Infection Control Department
  • On or after October 31, 2021, each facility shall ensure all newly hired employees or support staff members are fully vaccinated at the time of hire or receive their first dose of a two-dose protocol, or a single-dose vaccination, prior to providing any care, treatment, or other services for the facility and/or its clients. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of first dose prior to providing care. Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer, Moderna or Novavax vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine.   • A Tuberculosis Test (TB), and other required immunizations will be required upon hire
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
