Job Description

Under general direction, Administers the COA’s contracts for solid waste management, including landfill operations as well as trash and recycling collection, oversees solid waste management planning and budgeting, oversees diversion programming, and represents the City in working with governmental regulatory and planning bodies.


ESSENTIAL JOB FUNCTIONS:

  • Ability to review and approve changes to the landfill’s solid waste operating permits with TCEQ. Serve as the City’s authorized signatory for TCEQ records related to solid waste disposal, storm water, wastewater, air quality and air emissions.
  • Ability to oversee the operations of City environmental programs such as e-waste, household hazardous waste collection and special waste handling programs, waste collection, waste disposal, recycling, diversion and waste-to-energy to ensure compliance.
  • Ability to negotiate and administer contracts for landfill disposal operations, waste-to-energy projects, waste collection and transportation, and recycling and waste diversion programs
  • Ability to manage contracts for the City’s sanitary landfill for compliance with federal and state regulations; will also serve as the City’s authority for all regional, state and federal regulatory agencies such as the EPA, TCEQ, U.S. Army Corp of Engineers, Trinity River Authority, etc.


OTHER JOB FUNCTIONS:

  • Prepare, administer, and manage the division’s budget, performance standards, and goals and ensure objectives are met.
  • Select, train, discipline, and evaluate staff and develop, modify, coordinate, and implement standard operating procedures and safety training.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Skills for effective interaction with customers, department management and contractors/vendors.
  • Ability to operate a variety of office equipment, including but not limited to, personal computer, telephones, fax machine, copiers, printers, etc.
  • Knowledge of Environmental Protection Agency (EPA) and Texas Commission for Environmental Quality (TCEQ) regulations, policies and procedures in both solid waste and storm water.
  • Ability to operate a motor vehicle.
  • Ability to plan, organize, monitor and evaluate subordinate work assignments to accomplish departmental objectives
  • Knowledge of solid waste management, including landfill operations, collection services, and diversion programs.
  • Knowledge of environmental regulations concerning air quality, ground water, gas mitigation and other environmental issues and concerns.
  • Skills in leadership and management.
  • Skills for effective contract administration.
  • Ability to assume management of the landfill, including personnel as needed.
  • Ability to work in an indoor and outdoor environment.

Qualifying Education and Experience:

A Bachelor's Degree in Environmental or Natural Sciences concentration, plus 5 years of related experience. Each year of direct, relevant experience may be considered as a substitute for one year of education. Possession of a Texas Operator's License, Class C, with good driving record; and a minimum of 2 years of supervisory experience is required. A Municipal Solid Waste “A” license is required; or the ability to obtain the license within one (1) year.
