This position is located in the Solid Waste Education and Enforcement Division, Solid Waste Management Administration, Department of Public Works. The Supervisory Solid Waste Inspection Officer is responsible for supervising a team of employees in accomplishing work in the Solid Waste Education and Enforcement Program (SWEEP).
Duties and Responsibilities
Exercises full supervisory authority for subordinate employees in accomplishing assignment in the Solid Waste Education and Enforcement Division (SWEEP) conducting program surveys, community outreach projects and providing sanitation education. Develops employee performance plan; evaluates employees’ performance. Conducts training programs for new employees assigned to the program. Plans and coordinates activities to meet the needs of the SWEEP. Reviews, analyzes, and evaluates sanitation enforcement activities and community outreach projects performed by assigned subordinate employees. Develops inspection and enforcement standards and guidelines.
Evaluates and assesses studies and data to determine best procedures and staff development to achieve program goals. Assigns routine tasks involved in preparing for and conducting hauling inspections and investigations giving specific instructions on how to do the work. Develops standards and guides for use by the Staff in carrying out inspections of commercial and residential premises, including establishments of many types, sizes, complexity, products, and operating problems. Provides expert testimony at adjudication hearings and at times appears before the District of Columbia Board of Appeals and Review.
Represents the Administrator, SWEEP at intra-and inter-departmental meetings and presents informative briefings on relevant SWEEP operations. Provides a written or oral summary of the meetings to the Administrator, as required. Supervises Lead Solid Waste Inspectors in the roles as coordinates of ward teams. Provides guidance and graining to lead Solid Waste Inspectors on departmental regulations as required.
Qualification and Education
Applicants must possess one (1) year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Bachelor’s Degree in a related field or equivalent combination of education and/or experience is preferred. Knowledge of inspection techniques, skills, and enforcement options to investigate compliance with solid waste recycling and materials management rules and regulations. Ability to plan and deploy personnel and resources to achieve program goals. Writing skill comparable to the skills needed to rite program recommendations, summaries, training materials, and performance plans.
Licensures and Certifications
Incumbent is required to possess and maintain a valid driver’s license.
Work Conditions/Environment
The work is performed in a typical office setting which is adequately lighted, heated, and ventilated. Normal safety precautions are required. The work is sedentary.

Duration of Appointment: This position is At Will. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
