Job Description
Duties
  • You will administer case management services (e.g., safety planning, case management, treatment, education services) related to child abuse and spouse abuse.
  • You will initiate, develop, and facilitate group treatment programs to address the needs of families such as marital groups, and or child/adolescents' groups.
  • You will provide safety planning, case management, treatment, and education services related to child abuse and domestic abuse.
  • You will identify crisis situations (e.g., suicidal or homicide risk, danger of physical or sexual abuse to family members, increased risk of further family violence) through clinical assessment to provide crisis intervention and safety planning.
  • You will maintain liaison with personnel in related social services fields to discuss mutual programs initiatives and problems.

  • This is a bargaining unit position.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver`s license.
  • Males born after 12-31-59 must be registered for Selective Service.
Qualifications
This position has a selective placement factor to screen out ineligible candidates. Candidates who do not meet this selective placement factor will not be considered. Applicants must meet all of the following requirements as outlined in SECNAVINST 1754.8\
For the GS-11:
  • Have engaged in 2 years, that includes at least 2,000 hours, fulltime, post-masters supervised clinical experience.
  • When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.
  • State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner.
  • Possess at least a master's degree in one of following clinical fields: A) Social Work from a school accredited by Council on Social Work Education (CSWE) or an equivalent degree, OR B) Marriage and Family Therapy from a program accredited by Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree, OR C) Psychology from a doctoral program approved by APA or an equivalent degree.
In addition to the Basic Requirements and selective placement factor for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Applying various approaches (such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused and/or cognitive behavioral therapies) to conduct individual and group counseling.
  • Recognizing, identifying and assessing mental disorders per the Diagnostic and Statistical Manual.
  • Conducting various types of interviews (such as homicidality, suicidality, and/or substance abuse) with clients to clinically respond to their needs.
  • Recognizing and defining social problems to independently provide appropriate solutions.
  • Presenting sensitive and at times controversial information to groups of people in a clear, concise manner.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
For Psychology Series, 0180
Degree: major or equivalent in psychology for all specializations. Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
For Social Work Series, 0185
Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.
Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible for GS-9.
For the GS-11, the following education can be used to qualify in lieu of specialized experience:
Successful completion of a Ph.D. or equivalent doctoral degree in psychology (for 101 series) or social work (for 185 series)ORSuccessful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree in psychology (for 101 series) or social work (for 185 series).
