PAY AND BENEFITS
Annual Pay Range: $100,986.19 - $128,456.34
Hourly Pay Range: $48.551052 - $61.757856
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Clackamas County Department of Technology Services is seeking a senior level Systems Administrator who will be primarily responsible for Microsoft 365 (M365) administration, Azure AD integration/maintenance, leading and supporting Azure and M365 implementation projects, identity and access management, and related M365 tenant support. Responsibilities for “traditional” datacenter systems, virtual infrastructure, and related technology administration may also be assigned.
The incumbent will be responsible for prioritizing and working independently on a variety of projects in a large enterprise environment of over 2,000 users. The incumbent will be required to troubleshoot problems, configure M365 product settings, and have a high level of understanding of M365 infrastructure, Azure, Microsoft server operating systems, datacenter, networking and security issues. Required Minimum Qualifications/ Transferrable Skills: *

  • Experience with M365 and Azure administration
  • A minimum of eight (8) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • Must pass a post-offer physical assessment; accommodation requests will be reviewed on an individual basis in compliance with State and Federal legislation
  • Project Management experience implementing or migrating enterprise systems and services
  • Must pass a criminal history check which may include national or state fingerprint records check
  • At least eight (8) years of relevant experience that would provide the required knowledge and skills to perform the duties of the role. Relevant experience must have included working with:
  • Experiences with Microsoft operating systems and modern datacenter technologies

TYPICAL TASKS
Duties may include but are not limited to the following:
  • Establishes and maintains data security standards and guidelines for the protection of computer resources, data confidentiality and integrity; installs and maintains network security equipment; establishes and enforces security guidelines for access, passwords, and security levels; works closely with IT Administrators in other disciplines to optimize enterprise security.
  • Maintains secure internet connectivity; implements procedures for the secure backup and recovery of data as required; creates automation for customer connectivity and configuration requirements, system support, disaster recovery and database status alerts.
  • Develops project definition, schedule and budget; develops and maintains project reporting system; coordinates meeting schedules, agendas, objectives and materials; writes planning reports and correspondence; integrates recommended solution to existing environment.
  • Deploys new local and wide area network equipment, and infrastructure applications; ensures interoperability with existing infrastructure, systems and applications; leads the project, sets standards and policy, resolves complex problems, directs and trains staff in the implementation and use of the technology.
  • Conducts long range planning and design of county local and wide area network configurations and systems infrastructure; confers with departments to analyze current and projected requirements; monitors resources and system performance; conducts research on new systems or applications; develops feasibility studies and cost/benefit analysis; recommends the most cost-effective solution.
  • Provides ongoing high level technical support and enhancements to existing systems and applications; coordinates maintenance, testing and daily operations; prepares schedules for implementation; monitors, troubleshoots and maximizes performance and integrity; performs comprehensive diagnosis of problems, and develops and implements solutions.
  • Provides training and technical guidance to users and staff; works with other technical disciplines to facilitate issue resolution, technology development and integration.
  • Designs and implements enterprise-wide standards and rule sets; prepares detailed specifications, diagrams and network charts; develops and maintains documented operational procedures.
REQUIRED KNOWLEDGE AND SKILLS
Comprehensive Knowledge of: Current technology associated with network administration; a range of computer and networking software and hardware systems, web services, and related technologies; LAN/WAN layout and troubleshooting; infrastructure requirements and standards; computer security systems, applications, procedures and techniques, including its application, design, installation, maintenance, performance optimization, troubleshooting and security as described below. At this level, incumbents should have advanced training and /or experience in their discipline to be able to resolve the most complex problems, lead the organization in their disciplinary area and effectively integrate their technology with other systems.
Skill to: communicate effectively, both orally and in writing, including communicating technical information to non-technical users; translate user needs into productive systems; administer and control the distribution of funds according to budget proposals; organize, coordinate and facilitate diverse groups; develop, justify and ensure completion of project within budget, time and legal guidelines; perform advanced technical analysis and design in support of county wide technical structures; compile and analyze data and develop recommendations; prepare and deliver oral presentations; train, coordinate and review the work of assigned staff; establish and maintain cooperative working relationships with users, staff, and vendors.
WORKING CONDITIONS
Incumbent typically works in a variety of settings and locations. Work requires the ability to bend, crawl, climb, stoop and be available at sites to provide client support in the installation, repair and maintenance of hardware and software. Incumbent must be able to lift or move personal computers, terminals and peripheral equipment which may weigh up to fifty pounds. Frequently works early and late hours to meet timelines, provide off-hour upgrade and maintenance, and respond to emergency situations.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
