What this job is about:
As a Senior IT Business Analyst, you will be paramount in ensuring collaboration and understanding of system upgrades and changes between the One Washington program, statewide partners, and other critical stakeholders. You will perform specialized analysis and support for enterprise applications and systems that support fundamental statewide functions, including finance, budget, legislation, facilities, legal, human resources and payroll management.

Gov. Jay Inslee has tasked this group with one of the largest and most transformative information technology projects in Washington state history. The One Washington Team’s main objective is to modernize and enhance outdated technology systems that state agencies have used for decades without much improvement — such as the state’s core finance, procurement, budget, and human capital management functions. Duties

What you’ll do:


  • Lead the full system lifecycle processes including design reviews, testing, implementation activities, monitoring and post-implementation support of the legacy systems remediation effort to ensure system errors are quickly detected and mitigated.
  • Lead the design and strategic discussion around the legacy systems remediations for successful Workday implementation.
  • Participate in planning for enterprise applications and supporting technical teams.
  • Establish and maintain a working relationship with business owners, customers and end users of enterprise systems and act as a liaison between business partners and technical staff.
  • Apply technical analytical skills to analyze and evaluate processes, system changes and issues and identify and resolve operational problems with high risk or impacts to customers.
  • Write and modify SQL (Structured Query Language) queries to analyze system data inputs and outputs to determine system anomalies and develop requirements definition.
  • Ensure remediated systems are verified and functioning as intended.
  • Report on severity of issues, enhancement requests, steps to replicate issues, screenshots, known workarounds and other key data.
  • Participate on project teams to develop project deliverables and monitors progress of tasks.
  • Conduct contingency plans in the event of system outages and provide recommendations to eliminate future occurrences.
  • Act as a conduit between the program and agencies to help unpack the current state functionality (AFRS) and future state (Workday) and its impact on a given agency’s legacy system.
  • Provide consultation and advice to the program to report on, validate, refine, and update the program’s existing plan for systems remediations.
  • Recommend process or system improvements on how to best solve business needs, issues or opportunities.
  • Assist business leaders, IT managers, end users, and technical teams with understanding the interactions between systems, business rules, and system requirements.
  • Analyze impacts of complex and critical system malfunctions/failures and assist with determining root cause.
  • Provide technical consultation and advice to business partners that request enhancements, maintenance, or issue resolution with current applications or processes.

Qualifications

Required Qualifications:

  • Providing critical analysis of complex systems and business processes, functions, inputs and outputs, data analysis, technical environments and visually documenting those processes.
  • Performing as a liaison between business and technical staff.
  • Development of business process models, mockups, user stories, epics and acceptance criteria, use cases, test cases, training materials and provide training to customers.
  • Elicitation, tracking, and documentation of business and functional requirements.
  • Seven years of recent IT-related experience performing business analysis functions, including:
    • Elicitation, tracking, and documentation of business and functional requirements.
    • Development of business process models, mockups, user stories, epics and acceptance criteria, use cases, test cases, training materials and provide training to customers.
    • Performing as a liaison between business and technical staff.
    • Providing critical analysis of complex systems and business processes, functions, inputs and outputs, data analysis, technical environments and visually documenting those processes.
  • Bachelor’s degree in computer science, information systems, or a closely allied field.*
  • Three years of experience troubleshooting financial applications with a solid understanding of contemporary requirements specification, verification and management practices and the ability to apply them throughout the software development lifecycle. Experience may run concurrent with experience listed above.
  • An additional two years of relevant professional experience may substitute for the educational requirement.

Desired Qualifications:
  • Programming background with a good understanding of relational database theory.
