Position Description:
ZemiTek, is recruiting for a Senior Inclusive Education Advisor who will be embedded within USAID's Center for Education, Bureau for Development, Democracy and Innovation (DDI/EDU) through the Education Support Initiative 2 (ESI 2) institutional support contract.

The Center for Education in USAID's Bureau for Development, Democracy, and Innovation (DDI/EDU) leverages its expertise, partnerships, and global perspective to guide and influence the Education Sector, advancing the Agency’s development priorities. The Center provides expertise and guidance to the field and USAID bureaus on the design, implementation, monitoring, and evaluation of USAID policy, planning, and programs in the areas of basic education, youth workforce development and higher education.

Disability Inclusive Education

The Center for Education is committed to advancing quality, equitable and inclusive education for all including persons with disabilities. Millions of children and youth with disabilities, especially girls, are denied the right to quality, inclusive, and equitable education. This is often due to stigma, poor data collection, inequitable education structures, and a lack of knowledge on how to make learning and work environments inclusive. The Center’s momentum to advance disability inclusive education accelerated in 2016 and largely focused on disability inclusion within Basic Education, mostly in Early Grade Reading programming. In 2020, the intentional decision was made to broaden that focus and work to incorporate disability inclusion in programming across the entire education continuum to include Pre-Primary, Higher Education, and Youth Workforce Development. In 2022, the Center made a variety of commitments at the Global Disability Summit to strengthen its work in this sector, including to:

1) advance the knowledge base of what works in disability inclusive education in partnership with organizations of persons with disabilities and strengthen USAID’s use of disability data for education programming;
2) incorporate principles of Universal Design for Learning (UDL) for all learners in all new USAID Education programs;
3) increase USAID initiatives for learners with disabilities in pre-primary education, youth workforce development, higher education, and education finance; and
4) provide USAID staff and partners with the knowledge, skills, and tools to advance and effectively implement disability inclusive education as well as UDL at all levels of the education continuum.

Responsibilities:
The Senior Inclusive Education Advisor will work collaboratively with other Subject Matter Experts (SMEs) to advance USAID's work in disability inclusive education. Responsibilities include:
  • Help further DDI/EDU's work in the areas of disability inclusion, UDL, broad social inclusion and education.
  • Advise USAID Mission staff and offer targeted and expert technical guidance around disability and inclusive education.
  • Further DDI/EDU's thought leadership in this area.
  • Help build a strong evidence base around disability and inclusive education.
  • Develop knowledge products.
Qualifications:
  • High degree of intercultural competence; and
  • Ability and desire to work collaboratively.
  • Strong written and expressive communication skills;
  • Understanding of data use and its role to support evidence building for disability inclusive education;
  • Bachelor’s degree and six (6) or more years of relevant experience or Master’s degree and 5 or more years of relevant experience required.
  • Ability to obtain an interim and receive a full secret-level clearance is required.
  • Experience working in the area of disability inclusive education in low and middle income countries preferred.
