Sr. Estimator-Disaster Recovery

We have been supporting the Federal Emergency Management Agency (FEMA) on disaster response and recovery assignments for over 10 years and offer a wide range of career opportunities to those looking for that impactful job.

Under multiple contracts, Parsons is providing construction support services, site assessments, engineer evaluations, inspections of damaged housing, cost estimates, construction contractor oversight, housing solution development and design services on an on-call/casual basis in the wake of natural and man-made disasters, including acts of terrorism on behalf of Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA) throughout the United States including the Caribbean and Pacific territories.

Selected Estimators will travel to disaster-impacted locations to support FEMA in the delivery of the Individual Assistance Program. They will assist FEMA in developing housing solutions and overseeing the delivery of housing solutions by FEMA contractors to program-eligible individuals.

The Estimator may also:

Ensure that all estimates comply with company estimating practices, techniques, processes and procedures.

Deliver quality controlled estimates for projects and programs as assigned.

Define and delineate project or program scope utilizing a top down work breakdown structure (WBS), prepares material takeoffs in accordance with the WBS as defined by concept documents, and design drawings, plans and specifications.

Develop detailed resource costs for work activities based on the planned schedule of execution, applies project burdens and indirect costs, applies dictated fees and taxes, defines costs associated with contract general conditions, and applies expected margins to produce a reasonable probable project and/or contract cost.

Develop basis of the estimate (BOE) narrative that clearly defines estimate methodology, scope, pricing characteristics, escalation, assumptions, and exclusions such that the customer has complete understanding of the content and the components of the delivered estimate of probable cost.

Review estimates delivered by other service providers to determine compliance with project and/or program procedures, estimate completeness, accuracy, and technical development and compliance with best practices.

Review contractual documents and contract modifications to determine scope of work and/or scope changes, and defines cost and schedule impacts to the base contract, and to provide written evaluation and recommendation of reasonable reconciliation and remediation to project and/or program management staff.

Prepare and summarize task and sub-task estimates, including resource rates and/or unit cost to perform parametric order of magnitude cost estimates when detailed estimate development is not necessary or time does not permit that level of detail.

Define scope and quantification for vendors and subcontractors necessary to obtain correct and competitive pricing for materials, equipment, and services required to complete an estimate of reasonable probable cost. Documents telephone, email, web and written bids and quotations complete with contractual terms and conditions, shipping cost and terms, transfer of title and terms of contract payment and completion.

Requirements:

  • Valid driver’s license required
  • Working knowledge of engineering and construction processes, International Building Code, Americans with Disabilities Act (ADA), and other governmental regulatory compliance
  • Must be computer literate and proficient with MS Office Suite applications (Word, Excel)
  • Excellent verbal communication and writing skill
  • Demonstrated knowledge of modern construction industry practices and experience managing construction projects
  • Experience with modern construction practice, site assessments, construction inspection, project scope development and cost estimating
  • Knowledge and understanding of FEMA Individual Assistance Program law, regulation and policy is preferred
  • Bachelor’s degree in engineering or construction-related field.
  • Minimum of 5 years of professional experience in field of study
  • Must be able to work both independently and in a team environment and under stressful conditions
  • Prior FEMA disaster response and recovery experience is strongly desired

Minimum Requirements/Certifications : Candidates selected must be U.S. Citizens and able to successfully pass a Federal background investigation, to include financial and criminal history. Successful candidates must be able to mobilize on short notice and commit to a 3-6 month assignment in remote locations working in excess of 50 hours per week.

The initial work for FEMA can be 10-12 hours per day (typically compensated at straight time rate), 6-7 days per week. Rotations home of 3-5 days approximately every 30 days or so, are provided to each deployed staff as approved by FEMA management. Most expenses, i.e., travel, per diem (food and lodging), are covered by the project and reimbursed directly to the deployed staff in a timely fashion.
