Duties

  • You will execute operational requirements for programs in test as defined in the implementing directive for each program.
  • You will execute security inspections and ensure facilities are accredited to handle, store, and process SAP information in accordance with Department of Defense (DOD) and Department of Navy (DON) policies.
  • You will assist and direct the Operational Test Directors (OTDs) in the conduct of their tests from the Special Access Program (SAP) policy and security perspective.
  • You will devise, manage, and operate joint processes to ensure the joint service managers are afforded the knowledge of current and emerging SAP system technologies, methodologies, as well as SAP protected automated systems.
  • You will prepare and maintain written procedures and guidelines based on directives for accounting and control requirements of highly sensitive and classified material i.e. receipt, storage, distribution, inventory, reproduction and disposition.
  • You will be the senior technical security expert with authority and responsibility for ensuring the oversight, planning, and conduct of operational tests.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Must be a US Citizen.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: analytical, planning, advisory, operational, or evaluative work that has as its principal purpose the development and implementation of policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss. Duties involve the management, supervision, or performance of work in: (1) Developing, evaluating, maintaining, and/or operating systems, policies, devices, procedures, and methods used for safeguarding information, property, personnel, operations, and materials; and/or (2) Developing and implementing policies and procedures for analyzing and evaluating the character, background, and history of employees, candidates for employment, and other persons having or proposed to be granted access to classified or other sensitive information, materials, or work sites. Specialized experience must demonstrate performing duties such as: 1) Directing the management and oversight of all aspects of Special Access Program (SAP), including security; 2) Utilizing administration, security and control of all material to enable SAP functions meet the operational requirements of the mission; 3) Leading the operational security, execution, and control of all operational test and evaluation of Special Access Programs, where the nature of the highly classified test and evaluation activities must be protected from public and foreign access; 4) Establishing, maintaining, and controlling a physical and data management system to ensure personnel and programs working; and 5) Implementing protection measures in relation to the degree of risk, while balancing operational efficiency and effectiveness.
