DESCRIPTION

Starting salary for this position is: $6,354 (Monthly)
Employees starting at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. If an employee starting at anything higher than the entry step of the range, will have salary step advancement after 12 months and salary step advancement every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase in salary.

The Information Technology division for the Community Colleges of Spokane (CCS) is seeking a Security Analyst. GENERAL DEFINITION
Under general direction of the Director of Technology Services, the Cybersecurity Analyst provides cybersecurity support and consultation for IT systems utilized by Community Colleges of Spokane (CCS) employees and students.
As a journey-level technician the Cybersecurity Analyst is responsible for designing, implementing, and maintaining IT security systems, processes, and services including incident management, network / system monitoring, encryption, threat intelligence, data leakage protection, and additional technologies to support security, audit, and compliance efforts across the district.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Support and advance the CCS strategic plan, and perform other duties as assigned. *
  • Assist with development, implementation, and maintenance of security policies and standards. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Respond to work orders and service requests from the help desk, other IT staff, CCS partners, and end-users, conduct advanced troubleshooting and problem resolution using innovative approaches, and resolve problems that cannot be solved by other IT staff. *
  • Maintain, troubleshoot, and administer SIEM and centralized logging. This position is responsible for the aggregation and analysis of logging across CCS premise and cloud systems. *
  • Provide timely operational, technical, consultative guidance, and training to promote a secure and compliant technology environment. *
  • Work independently and collaboratively with other network, system, and security professionals to improve operations and incident response. *
  • Maintain, troubleshoot and administer network hardware, including switches, routers, firewalls, and wireless equipment. *
  • Designing, building and maintaining threat intelligence infrastructure to support automated blocking of known threats. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Train others in use of cybersecurity management techniques and tools. *
  • Provide security incident and event analysis for the enterprise. This could require use of a wide variety of cybersecurity knowledge and tools. This includes network protocol and packet analysis, IDS/IPS systems, next gen firewalls or other cyber security focused systems. *
  • Provide custom coding/automation in support of network, server, and client systems. *
  • Conduct product evaluation, demonstration and testing of new technologies for potential integration or addition to cybersecurity or systems operations. *
  • Develop and maintain internal documentation, such as technical diagrams, procedural processes, and actively update change management systems. *
  • Assist the CCS eDiscovery officer with producing data for information requests / public records requests. *
  • Analyze risks, vulnerabilities, and threats to prioritize response activities. *
  • Provide support for service management in network access control, firewalls, threat prevention, and security monitoring. *

COMPETENCIES & OTHER REQUIREMENTS

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)

  • Two (2) years’ experience with information security related issues involving identity and access management, intrusion detection, SIEM, incident management, risk management, and/or auditing.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
  • Excellent interpersonal communication skills.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.
  • Experience working in enterprise environments with system supporting 1000+ users
  • A demonstrable understanding and acceptance of the vision, mission, values, goals, objectives and strategic plan of CCS.
  • Ability to write procedures to standardize new methods of operation.
  • Experience with and knowledge of Microsoft client platforms.
  • Excellent project management and project leader skills.
  • Ability to lead and train others.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • Ability to work with employees with varying degrees of computer knowledge.
  • Bachelor’s degree in Information Technology from an accredited institution AND two (2) years’ experience in a cybersecurity role within IT. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Flexibility and adaptability to change within the IT division and the ability to have a positive overarching participatory view of change with the global CCS organization.
  • Ability to use various knowledgebases, and search engines, to perform searches for solutions to technical problems.
  • Strong knowledge of firewall and IDS/IPS technologies.
  • Strong knowledge of switched and routed networking technologies.
  • Ability to perform duties independently and in a timely manner.
  • Experience with and knowledge implementing, managing, and troubleshooting complex network technologies, including IP switching and routing, DNS, DHCP, AAA, Wireless Lan controllers / access points, and VPN services.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
The following qualifications are not necessary for application but could support a candidate’s success:
  • Cisco Certified Network Associate (CCNA), Network+, or higher desired
  • Experience with or certification on Greylog / Splunk or similar systems.
  • Experience with or certification on Microsoft 365. Specifically, security services such as Sentinel / Defender for Identity, etc.
  • Knowledge of the NIST Cyber Security Framework and Washington State OCIO guidelines.

CONDITIONS/TERMS OF EMPLOYMENT

TOTAL COMPENSATION WITH BENEFITS: $95,579 - $123,488.
Total compensation is an estimate based upon adding the following amounts together:

  • Median retirement fund contributions.
  • Base compensation of $76,248 - $102,540, plus
  • Current employer-paid health and related benefit contribution rates, plus

The actual total will vary depending upon each employee's enrollment choices.
Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. PHYSICAL REQUIREMENTS
  • Work directly with students/clients.
  • Frequent use of computer and exposure to terminal screens.
  • Frequent repetitive hand/wrist motions and finger manipulation.
  • Work is performed in a normal, temperature-controlled office environment.
  • Move up to 25 lbs. frequently and up to 50 lbs. occasionally.
  • Work involves constant interruptions and requirement to answer on demand questions by phone, in person, or electronically.
  • Work is active in nature.
  • Visual focus and strain.
  • Occasional kneeling, stooping, crouching, crawling, and climbing.
  • Occasional to frequent change in position from sedentary, standing, stooping and walking.

CONDITIONS OF EMPLOYMENT
  • Alternate work schedule required. Perform work outside normal business hours when necessary, including high-risk times such as weekends and federal holidays. This could include on-call rotation for operations and incident response.
  • Full-time schedule (12-months, 40-hours a week).
  • This position is overtime eligible.
  • May require local or regional travel. If using personal vehicle, proof of driver's license and car insurance required.
  • Criminal background check required.
  • 6-month probationary period; may be extended up to 12 months.
