POSITION SUMMARY: Provides Center safety and security coordination, including maintenance of emergency management plans, relationships with local law enforcement, and coordination of security detail for special Center activities. QUALIFICATIONS & EXPERIENCE: Bachelor's degree in related discipline plus 3 years of experience, at least 1 of which was in a supervisory capacity, or combination of education and experience with experience in safety and security substituted on a year-for-year basis. Demonstrated knowledge of both safety and security. Valid driver's license. DIRECT REPORTS: Senior Safety/Security Advisors, Safety/Security Advisors, Substitute Safety/Security Advisors JOB DUTIES: Act as liaison between Center and federal, state, and local law enforcement agencies, including the U.S. Marshall's office, the FBI, local and state police, and the Fire Marshal's Office and the Department of Homeland Security. Conduct monthly unscheduled visits of all program areas and facilities to review and address quality of life and student safety issues. Develop and maintain Center Safety Plan. Oversee provision of fire protection. Demonstrate commitment to availability when a crisis or significant incident occurs. Inspect Center facilities and eliminate (or recommend elimination of) fire and safety hazards. Plan and provide quarterly Active Shooter survival training for all staff and students with the assistance of local and or federal law enforcement agencies. Conduct fire, active shooter, and other emergency drills, including weather-related emergencies. Develop and supervise Safety/Security staff schedules for constant coverage (i.e., 24-hour, 7-day coverage). Assign and adjust security shift hours to ensure adequate perimeter control every 20 to 30 minutes. Provide orientation to new students regarding safety and security policies and practices. Provide regular ongoing training for Center staff and students to ensure safety and security policies and practices are adhered to. Direct and participate in actions to relieve emergency situations caused by accidents arising from disturbances or security incidents. Investigate staff and student accident/injury reports and ensure reporting accuracy and timeliness to DOL. Maintain Safety/Security reports and related files and ensure their accuracy, timeliness, and completeness. Conduct searches and seizures in dormitories. Confiscate contraband, weapons, and all other unauthorized goods and dispose of same according to legal and center guidelines. Ensure Center compliance with OSHA and other health and safety regulations. Maintain a work schedule that will ensure management of evening and weekend programs and activities, when applicable. Monitor all Program Instruction Notices and implement DOL directives regarding Safety and Security. Write and investigate SIRs and DIDs according to DOL standards and timelines. Establish activities to reduce negative significant incidents, and DIDs. Ensure assigned program areas and systems meet or exceed current DOL/Company performance standards. Provide training for direct report(s), provide ongoing positive and constructive feedback for professional development and engagement, follow progressive discipline process for accountability as necessary, and complete timely performance evaluations as scheduled. Provide cross-training to direct report(s) to provide adequate back-up coverage Recommend and implement department and personnel changes as approved by the Social Development Director and coordinated with the Center Director, Human Resources prior to implementation. Exchange ideas and information, both orally and in writing, in a clear and concise manner and contribute meaningfully to group efforts by offering relevant ideas and knowledge. Provide input in development of departmental budget. Monitor and control expenditures. Review and recommend changes to departmental budget authorizations. Assist in the development and implementation of new and revised policies and procedures for department and provide input for policies and procedures for co-dependent areas. Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services to students. Ensure all reports and required plans are submitted in a timely, accurate manner. Foster a smoothly functioning, efficient department through timely and effective resolution of disruptions. Operate in accordance with requirements set in the contract, PRH, guides, Standard Operating Procedures, and corporate policies. Complete all required training according to Job Corps and Company training schedule. Advise and support students as a mentor and role model in the achievement of their learning and career goals. Contribute to cultivation of positive Center culture which is free of harassment, discrimination, intimidation, and disrespect to provide a safe place for staff and students to work and learn. Promote 6 C's of Positive Youth Development by treating students respectfully as adults and developing positive student relationships. Promote development of Career Success Standards by modeling expected behaviors, mentoring students and fellow staff to aid in their growth, and monitoring student behavior for accountability and recognition. Provide quality customer service to students, staff, and other Center customers. Participate in student employability programs and activities. Support, promote, and enforce the Job Corps Zero Tolerance Policy. Maintain a safe and clean work area, adhering to all safety guidelines. Other duties as assigned.
