The Safety Officer II is an advanced professional position for the Emergency Management (EM), Environment of Care (EC) and Safety programs. As a Safety and EM professional, this position will exercise responsibility and accountability for coordinating, collecting, disseminating, and intervening in a manner that anticipates, prevents, and identifies, evaluates, and controls hazards. This role maintains continuous survey readiness through compliance with regulations from regulatory agencies, including The Centers for Medicare and Medicaid Services (CMS),The Joint Commission (TJC), the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA), the National Fire Protection Association (NFPA), state and local agencies, and identified industry best management practices (BMP).


This is a role in which the associate serves regularly in a highly visible capacity experience, skills, demeanor, and ability to handle difficult and sometimes stressful circumstances are a clear expectation. In addition, the position will be responsible for implementing and maintaining the Environment of Care Program, which includes safety and security management, fire safety, hazardous materials and waste management, medical equipment, utilities management, and Emergency Management.


This position will be located at St. Vincent's Medical Center- Riverside-Jacksonville,FL.

Manage and maintain EM, EC, and Safety compliance (40%)


  • In coordination with the Regional Emergency Management Officer, serves as the facility’s EM liaison with local, regional, state, public, and private entities;
  • Assists in OSHA, TJC, and, as directed, other regulatory compliance investigations.
  • Monitor potential and actual environmental Participates in root and apparent cause analysis and recommends remedial and corrective action. Leads EC rounding activities;
  • Coordinates the Emergency Management (EM), Environment of Care (EC), and Safety Programs as they directly relate to the health care setting and the overall environment of care;
  • Participate in incident investigation to identify causal factors to determine how incidents might be prevented in the future;
  • Participates in or leads internal committees EM, EC, and Safety, management, and initiatives;
  • Oversight of EC in efforts to maintain high standards of safety, regulatory compliance, maintaining documentation of findings and improvements;
  • Identifies risks based on regulatory interpretation and other methods, and apply to policy creation;
  • Assists in coordination of exercises as outlined by Medxcel and regulatory authorities;


Training (10%)


  • Develops and implements education programs and materials to train staff to detect, mitigate, and avoid workplace hazards;
  • Provides technical guidance to management, surveyors, and other appropriate parties regarding occupational health and safety-related problems regarding accreditation standards;
  • Develops and implements educational programs for EC and EM regulatory


Policy and Procedure Support (20%)


  • Maintain the policy and procedure repository and revision process including FMOS for EC and EM.
  • Conduct research and applicable regulations/standards concerning workplace safety and integrate findings into policies and procedures to ensure regulatory compliance;
  • Provides policy and procedure interpretation and education as it applies to the EC and Emergency Management Plans;
  • Provide education and training regarding accreditation standards and regulations as they relate to Medxcel policies and procedures;


Document Management (30%)


  • Maintain regulatory readiness documentation, ensuring the organization is compliant with regulatory standards and that associates are trained accordingly;
  • Maintains FMOS binders specific to EC and EM, to include all required documentation, data, reports, etc. and produces required materials accordingly.
  • Maintains and continuously improves the Medxcel Facility Management Plans, including the EC and EM plans and ensures compliance with regulatory standards and implementation at the facility;


Education


  • Associate’s or Bachelor’s degree from a program centered on Safety, Emergency Management, or a related field, or a high school diploma with four (4) years experience in a hospital or healthcare facility in safety management, security management, risk management, emergency management, facilities management, quality improvement, infection control, or related field required
  • Bachelor’s or Master’s degree from a program centered on Safety, Emergency Management or related preferred


License/Certifications


  • Relevant certifications in areas of Environmental/Regulatory compliance and safety preferred
  • CHSP, CHEP preferred
  • Valid Driver’s License required


Experience


  • Previous experience developing policies and procedures preferred
  • Five (5) years experience in a hospital or healthcare facility in safety management, security management, risk management, emergency management, facilities management, quality improvement, infection control, or related field preferred
  • Four years of experience in a hospital or healthcare facility in safety management, security management, risk management, emergency management, facilities management, quality improvement, infection control, or related field; or a Bachelor’s or Master’s degree from a program centered on Safety, Emergency Management, or a related field and two years of experience in a hospital or healthcare facility in safety management, security management, risk management, emergency management, facilities management, quality improvement, infection control, or related field required

The Licensed Power Plant Operator II ensures the safe and proper operation of the power plant and associated control structures according to their licensure and local regulations at the working location of St. Joseph Hospital- Milwaukee, WI. They operate, maintain and adjust high and/or low-pressure boilers, furnaces, engines, pumps, heat exchangers, generators, motors, chillers, cooling towers, equipment for heating, ventilating, air conditioning, lighting and associated equipment in the facilities. The Power Plant Operator II makes periodic inspections of equipment and minor repairs to such equipment; perform preventive maintenance; take responsible charge of a watch, read meters, gauges, and other recording devices and log the data; keep records and write reports; as directed, inspect low and/or high-pressure boilers in accordance with a unified inspection procedure. and may operate a motor vehicle.  The Power Plant Operator II will be able to power down, inspect, trouble-shoot, repair and restore operation of medium to high pressure steam boilers. The Power Plant Operator II may be assigned more complex repairs or to locations with high pressure steam systems.

Power Plant Maintenance and Repair


  • May maintain the pneumatic tube system for the facility including performing preventive maintenance. May purge and reset zones and stations.
  • Make adjustmentsor minor repairs, such as tightening leaking gland and pipe joints
  • Regulate equipment operations and conditions, such as water levels, based on instrument data or from computers
  • May maintain medical vacuum system including performing corrective and preventive maintenance on pumps and system.
  • Control power generating equipment, including boilers, turbines, generators, or reactors, using control boards or semi-automatic equipment
  • Inspect records or log book entries or communicate with plant personnel to assess equipment operating status
  • May assist in training other team members on the daily operation, monitoring and maintenance of plant equipment
  • Adjust controls to generate specified electrical power or to regulate the flow of power between generating stations and substations
  • Record and compile operational data by completing and maintaining forms, logs, or reports
  • May conduct water sampling/testing/monitoring as part of plant maintenance and the site Water Management Plan.
  • Prepares equipment malfunction reports, makes inspections and from observation, determines whether equipment is operating properly
  • Control or maintain auxiliary equipment, such as pumps, fans, compressors, condensers, feed water heaters, filters, or chlorinators, to supply water, fuel, lubricants, air, or auxiliary power
  • Monitor power plant equipment and indicators to detect evidence of operating problems.
  • Receive outage calls and call in necessary personnel during power outages and emergencies
  • Take regulatory action, based on readings from charts, meters and gauges, at established intervals
  • Open and close valves and switches in sequence to start or shut down auxiliary units
  • May assist leaders in assignment of work to team members to ensure safe and efficient plant operation
  • Start or stop generators, auxiliary pumping equipment, turbines, or other power plant equipment as necessary
  • Inspect, trouble-shoot, and repair generators, auxiliary pumping equipment, turbines, or other power plant equipment as necessary
  • May perform Maintenance Mechanic duties depending on site needs
  • Clean, lubricate, or maintain equipment, such as generators, turbines, pumps, or compressors, to prevent failure or deterioration

  • Participates in meetings, workshops, training, and seminars, as assigned for the purpose of conveying and/or gathering information required to perform job functions

Education


  • Completion of an accredited Boiler Operator learning program preferred
  • High School Diploma or equivalent required


License/Certification


  • Valid motor vehicle driver’s license (site specific) required
  • Powerplant Operator, Boiler Operator or Stationary Engineer License as required by local regulations (see Addendums for specifics) required


Experience


  • Demonstrated knowledge of federal, state and local plant operations and boiler operations codes required
  • Three years of experience operating, maintaining and repairing high pressure boilers, large tonnage chillers, facility management systems, water treatment systems and all types of boilers, chillers, pumps and systems required
  • Experience in healthcare preferred
