SAFETY & LOSS CONTROL SPECIALIST
STATUS: NON UNION, SALARY, EXEMPT
JOB CODE: 31-3371
POSITION FUNCTION/OBJECTIVE
The Safety & Loss Control Specialist will assist the Safety & Loss Control Manager in implementing training, loss control, and risk management processes and procedures necessary to maintain compliance and ensure employee and member safety. Assisting in the research, planning, and developing of these processes and procedures may be required. The Safety & Loss Control Specialist will give input and suggestions regarding the state of our safety program and ways our safety program could improve.
Principal Duties And Responsibilities
Within the limits approved by board policies, operating policies and procedures, approved work plans and budgets and specific delegation from the Safety & Loss Control Manager, the Safety & Loss Control Specialist assumes the core duties and responsibilities listed below:
  • Will work with Human Resources and department managers annually to assign online training courses. Will be responsible for monitoring and tracking of training records to ensure completion and compliance.
  • May be required to perform other duties as assigned.
  • Make recommendations to the Safety & Loss Control Manager to improve the state and success for safety programs within the Cooperative.
  • Will assist and present safety demonstrations to schools, first responders, County/City employees within the Cloverland territories.
  • Will assist in coordination of updates to the Emergency Restoration Plan (ERP). This includes but is not limited to scheduling and/or facilitating an annual tabletop exercise.
  • Will assist with preparation and the carrying out of the Cooperatives Rural Electric Safety Achievement Program (RESAP). Will engage employees, helping them to understand the purpose of RESAP and what departments need to do to prepare.
  • Will assist in the inspection and ordering of PPE throughout the cooperative.
  • Will assist in the investigation of accidents and near miss incidents in the cooperative and be a member of the internal Accident Investigation Team.
  • Assist in the scheduling and facilitation of annual testing such as; rubber goods, Fire Extinguishers, Insulated Sticks & Personal Protective Grounds, etc.
  • Assist the Safety & Loss Control Manager in updating and researching the Safety Manual.
  • Assists and provides initial safety training for all new employees, which is to include but not limited to: safety policy review, procedures, and regulations.
  • Will participate and assist in coordination of the internal safety committee meetings.
  • Will work closely with the Hydro Plant and Generation Facilities in regard to safety plans and programs. Travel will be required throughout Cooperative service territory to assist with crew observations, safety training, emergencies, etc.
  • Will ensure all DOT driver files are maintained per the Federal Motor Carrier Safety Administration (FMCSA) regulations and will track and monitor all drivers records for compliance, ensuring medical certifications are maintained and kept up to date. May assist with administration of the random drug and alcohol testing pool, as needed.
  • Will be responsible for coordinating, scheduling, and tracking of annual hearing tests.
  • Will assist the Safety & Loss Control Manager with ordering FR clothing.
Authorities And Accountabilities
  • The Safety & Loss Control Specialist has the responsibility for general safety, security, and training throughout the Cooperative facilities. The position may have responsibility that is routine involving the same or similar activities or may be varied.
  • Works with department manager, crew foremen and all personnel to assure adherence to safety regulations to prevent injury, loss or damage. Encourages the reporting of unsafe conditions and submission of ideas and suggestions to improve the Cooperative's Risk Management program.
  • Works with considerable discretion, conferring with Safety & Loss Control Manager on complex matters.
  • Cooperates with Department Managers to ensure personnel are informed and trained in the procedures and rules adopted by the Cooperative. Informs the Department Managers when safety violations or security problems are observed so that corrective action can be taken.
POSITION SPECIFICATIONS
This position is exempt under the provisions of the Fair Labor Standards Act and therefore not subject to the Cooperative's policies and procedures pertaining to overtime hours and premium pay. See Cloverland's Employee Handbook for policies on exempt/salaried employees.
Education And Experience
  • Associate degree in business administration or related discipline is required; a bachelor's degree is preferred. A major or minor in Occupational Safety and Health Disciplines is desired. Experience in on-the-job industrial, electric utility, or electrical generation safety/security may be substituted for some formal education.
  • Experience in the electrical utility industry and/or electrical generation industry preferred.
  • Successful completion of the NRECA Loss Control Internship Program within three years will be required.
  • Successful completion of First Aid, CPR, AED Instructor Certification within 1 year will be required.
  • Additional education or training in electric utility operation, safety engineering, and right of way fields desirable.
Knowledge, Skills, And Abilities
  • Must be able to work independently and be self-motivated.
  • Demonstrated and applied knowledge of general office practices.
  • Personal characteristics are to include: a team player, high integrity, good personal habits, regular work attendance, courteous and friendly, able to work well with diverse groups of people, and maintain the respect of others, both inside and outside the Cooperative.
  • Proficient and applied knowledge of electric utilities and/or electric generation operations.
  • Ability to maintain flexibility and responsiveness when faced with multiple work tasks, emergency situations, and other stressful situations.
  • Demonstrated and applied skill in oral and written communication.
  • Proficient knowledge of Cooperative products, services, policies, and procedures.
  • Proficient skill in operating office equipment such as computers, MS office programs and other computer software programs, along with internet, e-mail, etc.
  • Proficient knowledge of federal OSHA regulations is preferred.
  • Must maintain a current driver's license and maintain a clean driving record.
  • Demonstrated ability to make sound decisions using information at hand.
  • Machines, tools, and equipment may be required to be operated.
  • Proficient ability to communicate with co-workers and members in a professional manner.
ENVIRONMENTAL AND WORKING CONDITIONS
Work is varied in this position and proper management of time is necessary. Physical effort and dexterity: frequent physical activity, to include walking, stooping, bending and frequent lifting up to 25 pounds. Occasional climbing, kneeling, reaching, stooping, crawling, pushing, and working in awkward positions and enclosed spaces. Visual acuity, hearing, speaking must be able to communicate clearly and accurately for work and safety compliance in the work environment. Visual color discrimination is required to differentiate wire and part colors. Environment/working conditions: Work is mostly inside, and position may require travel throughout the service areas. Work regularly scheduled Monday-Friday, although weekends and after hours may be required to meet deadlines or address safety problems.
