Overview


      Summary

      This position is located in the Bureau of Overseas Buildings Operations, Office of Safety, Health and Environmental Management, Risk Analysis and Management Division and is responsible for assisting in the formulation and implementation of Departmental policies and programs designed to protect individuals at diplomatic posts from workplace and environmental hazards.

        Duties

        Conducts on site investigation of Class A Mishaps involving fatalities, occupational accidents, serious injury/illness, significant property damage, etc., assesses effectiveness of remedial actions and devises risk management strategies.

        Assists in managing the Motor Vehicle Safety and Mishap Reporting and Analysis programs at posts: collection and analysis of data, evaluation of strategies for enhancing program effectiveness, development and presentation of training and briefings.

        Manages the event data recorder program for overseas embassies including analyzing motor vehicle safety data, identifying program deficiencies, and develops and recommends long range plans, policies, and procedures to reduce motor vehicle mishaps.

        Qualifications

        Applicants must meet all the qualification requirements described below by the closing date of this announcement.

        Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service in or related to safety and occupational health which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:

        • Developing and recommending safety and occupational health policy to higher levels of management.
        • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
        • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
        • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
        • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
        • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
        • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
        • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
        • Managing safety or occupational health program elements.
        • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.

        In addition, qualifying specialized experience must demonstrate the following:

        • Experience managing mishaps, including providing guidance on the investigations and corrective measures.
        • Experience managing an event data recorder program in an overseas environment and analyzing data and working with sites to improve motor vehicle safety.
        • Experience analyzing mishap data to identify trends and to promote safe work practices.

        There is no substitute of education for specialized experience for the GS-13 position.
