Job Description

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.


Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

ABOUT THE HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care Services, Public Health, Environmental Health Services, and Office of the Agency Director. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.


THE POSITION

Under general supervision, to provide program planning, development, review and evaluation of clinical and administrative activities in assigned program(s); direct, coordinate and oversee the nursing and other health care services of a program to clients across the age spectrum and/or targeted populations; to supervise a multidisciplinary team including professional, para-professional support staff, nursing student and interns; to ensure program regulations and procedures are followed; and to do related work as required.


THE VACANCY

There is currently one Registered Nurse IV vacancy within the Behavior Health Care Services department of the Health Care Services Agency. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas.


MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree in Nursing from a recognized four-year college or university (180 quarter-units or semester 120 units).

AND EITHER I

Experience:

The equivalent of three years of full-time, recent experience within the last five years as a Registered Nurse III in Alameda County classified service.

OR II

Experience:

The equivalent of four years of full-time, recent experience within the last five years as a Registered Nurse II in the Alameda County classified service.

OR III

Experience:

The equivalent of five years of full-time, recent nursing experience within the last five years in a clinical and/or public health setting, which has included at least one year of full-time lead/supervisory experience.


Substitution:

Possession of a master’s degree in business administration, public administration, health/healthcare management/administration, nursing or public health from an accredited college or university may be substituted for two years of experience in any pattern above.


License/Certificate:

  • Possession of a valid Basic Life Support for Healthcare Providers certificate, which includes cardiopulmonary resuscitation (CPR) and Automated External Defibrillator (AED) training.
  • Some positions may require a valid California Motor Vehicle Operator’s license.
  • Some positions may require possession of a current and valid Public Health Nursing (PHN) Certificate issued by the State of California Board of Registered Nursing.
  • Possession of a current and valid license to practice as a Registered Nurse in the State of California.

Special Requirements:

  • In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.
  • In Compliance with Medicare regulations, employees in this classification are required to complete the “Medicare Enrollment Process for Physicians and non-Physician Practitioners” through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.

  • Wellness to illness continuum, including major disease processes to evaluate the condition of clients or community.
  • Methods of evaluating normal and abnormal behavior patterns.
  • Principles and theories of modern methods, principles, procedures, techniques, standards and practices of public health nursing, including understanding of medical terminology and documentation.

Ability to:

  • Exercise interpersonal sensitivity, political astuteness and group interaction skills to establish and maintain effective working relationships.
  • Utilize basic modern office equipment and technology related to work.
  • Prepare, analyze and monitor program budget and other data.
  • Incorporate departmental core values and ethical standards of practice into all interactions with individuals, organizations, and communities.
  • Analyze effectiveness of policies, procedures, operations and interventions; modify as needed to meet/improve programmatic objectives.
  • Exercise independent judgment within the scope of authority and practice.
  • Plan, monitor and evaluate program and service delivery effectiveness in the programmatic area to which assigned.
  • Facilitate and model effective written and oral communication with attention to linguistic preferences and cultural proficiency.
  • Supervise staff and program operations.
  • Maintain confidentiality.
  • Prepare clear, accurate and effective reports, correspondence, policies, informational brochures and other written materials.
  • Assess the health status and concerns of clients and communities.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  • A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  • A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. Those candidates considered the best qualified will move on to the final step in the examination process.
  • An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
