Job Description

Duties

The Associate Chief Nurse Executive (ACNE), Operative Care Division, has programmatic, clinical, and administrative responsibilities for the following elements: Surgical, Anesthesiology, Dental, Dermatology, and Eye Care Services; a Pre-Op Clinic, Operating Room (OR) Program, Outpatient Surgery Unit (OSU), and Post Anesthesia Care Unit (PACU); with support personnel for OCD clinical, administrative, and research activities. Subspecialty care includes Cardiothoracic Surgery, General Surgery, Neurosurgery, Orthopedics, Otolaryngology (Ear, Nose, Throat), Pain Management, Plastic Surgery, Podiatry, Transplant, Urology, and Vascular Surgery.
The duties and responsibilities for the position includes but are not limited to the following:

  • The ACNE retains full responsibility for program design, integrating the program with other related programs and organizational goals, monitoring, as well as responsibility for evaluating and administering the program, including outcomes.
  • The incumbent ensures processes are in place for continued accreditation readiness and participates in rounds to survey nursing units.
  • The incumbent consults and collaborates with VHA Program Offices, Veterans Integrated Services Networks (VISN) staff, facility leadership teams, nurse executives, professional organizations, consumer groups, and stakeholders to address complex healthcare delivery and nursing practice issues for the VA Portland Health Care System.
  • Ensures polices are followed by Registered Nurses (RN), Licensed Vocational Nurses (LVN), Nursing Assistants (NA), and or Health Care Technicians (HT) within OCD and Special Programs.
  • The ACNE-OCD functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Services (PCS) and other services.
  • The ACNE-OCD is responsible for the development and implementation of policies and practices that support high-quality healthcare delivery
  • The ACNE-OCD assumes an appropriate degree of responsibility regarding administrative and clinical issues, such as staffing coverage, granting leave, and patient and/or staff issues.
  • The incumbent assesses, plans and evaluates the processes and daily operations of all the programs within these areas.
Work Schedule: Monday - Friday, 8:00am to 4:30pm

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • One year clinical nurse leadership
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
