We are working with our client The South Portland Housing Authority (SPHA) in seeking a Real Estate Development Officer, to be based in their South Portland office overlooking beautiful Casco Bay.


Requirements of the Real Estate Development Officer:

  • Bachelor’s degree. Master’s degree in related field preferred.
  • Ability to use Microsoft Excel for analysis and modeling of project-related financial information.
  • Prior experience in a city planning, real estate development, or community planning role preferred.
  • Must possess a valid driver’s license and can travel occasionally to project sites, meetings, etc.
  • Ability to manage the details of multiple deliverables and exercise good judgement in raising issues/concerns to the appropriate parties.
  • Excellent written and verbal communication skills including a comfort level and confidence with public speaking to successfully represent SPHA.
  • Proficiency with Microsoft 365 Office Suite.
  • Demonstrated experience successfully leading and managing the full life cycle of real estate, community or other related development projects.
  • Knowledge of municipal permitting regulations.

Responsibilities of the Real Estate Development Officer:

  • Coordinate the development, financing, and construction of affordable housing in the SPHA geographic area.
  • Monitor project progress against timeline and budget and address issues in a proactive and timely manner.
  • Interact with municipal officials, state officials, federal officials, and vendors during the housing development process. Provide comment and testimony to public officials to support housing development projects.
  • Prepare financing applications for submission to HUD, MSHA, RD, banks and other entities.
  • Prepare financial proformas and operating budgets for housing developments.
  • Work with municipal staff in the permitting of real estate development projects to ensure adherence to municipal permitting requirements.
  • Select and work with development team including architects, contractors, accountants, surveyors, & attorneys to successfully manage project.
