Job Description

MINIMUM QUALIFICATIONS

A Quality Improvement Specialist must have PC experience with Windows-based applications. The candidate must have at least 2 years of infection prevention and control experience. Candidate must be proficient in the use of NHSN. CBIC certification in Infection Control (CIC) is highly preferred.

MANDATORY TRAINING

The Quality Improvement Specialist is responsible for completing all DOH-mandated training that applies to contracted personnel.

Description of Duties

This position is under the direct supervision of a HAI Division Infection Preventionist supervisor under the management of the HAI Division Epidemiologist Supervisor. This position is responsible for work associated with healthcare facility infection control plan review, evaluation, and monitoring of healthcare-associated infections (HAI) via the CDC’s National Healthcare Safety Network (NHSN) and the Pennsylvania Patient Safety Reporting System (PA-PSRS) for the purpose of improving facility care and reducing and/or eliminating healthcare-associated infections as well as public education and community awareness efforts. This position is technical, consultative, and analytical. It involves interaction with healthcare facility infection control personnel and other facility staff, including medical personnel as well as internal and external customers which may include healthcare providers, patients/residents, other Departmental and governmental units and the public in general. The Quality Improvement Specialist communicates and collaborates regularly with the supervisor, HAIP/AS program lead, and other team members.

The Quality Improvement Specialist shall provide updates to the supervisor about the progression of the projects.

The Quality Improvement Specialist’s specific duties are as follows:

  • Provides technical assistance and communicate rationale for rejection of an infection control plan both written and verbally to the healthcare facility.
  • Interpret and apply regulations, policies and standards and recommend appropriate course of action to facilities.
  • Using subject matter expertise in infection control and prevention to review, analyze, process facility-based infection control plans to ensure that they include current, evidence-based practices and align with PA Act 52 requirements and the Pennsylvania Code Title 28 for Healthcare Facilities.
  • Develops, reviews, and interprets regulations, policies, procedures, standards, and guidelines for infection prevention and control in non-commonwealth healthcare facilities to advise facilities and provide education.
  • Provides consultation to the Administrator and Infection Prevention designee on how to revise their infection control plan as necessary to meet PA elements for acceptance.
  • Manages multiple projects and completes progress reports.
  • Provides technical assistance and advises on public health policies and regulations using infection prevention and control expertise.
  • Coordinates and leads meetings with healthcare facilities to discuss CDC’s National Healthcare Safety Network (NHSN) and infection prevention and control data.
  • Provides education and training sessions via web-based platforms to support healthcare facilities’ infection prevention and control programs.
  • Serves as a subject matter expert on current healthcare associated infection reporting standards and applicable laws/regulations associated with infection control and prevention.
  • Provides consultation to healthcare facilities with remote infection prevention and control expertise and guidance.
  • Serves as a liaison to healthcare facilities.
  • Generates and uses reports in NHSN to analyze trends and patterns in the access, use, quality of reporting
  • Oversees facility enrollment in NHSN and ensures data validity and integrity.

PERFORMANCE STANDARDS

The DOH reserves the right to reject or remove any unqualified contract staff if they cannot perform their duties at an acceptable level. The supplier is expected to replace the contract staff ASAP depending on the needs of DOH.

DRESS CODE

ID must always be worn and must be visible and readable (other than teleworking). The Quality Improvement Specialist shall dress in a manner that conveys professionalism; typically, in a “business casual” style when appearing online or in person.

PROFESSIONAL CONDUCT

  • Abides by the Governor’s Code of Conduct and DOH Personnel Regulations, policies and procedures, and Bureau of Epidemiology policies and procedures.
  • Submits weekly timesheets each Friday by 3 PM.
  • Maintains confidentiality.
  • Adheres to scheduled work hours or informs the supervisor of changes to the schedule.

  • Demonstrates ethical behavior in the workplace.
