Job Description
Job Summary


The City of Salem is seeking to hire a Public Works Development and Inspection Specialist to perform technical plan review and inspection of subdivisions, City Improvement Projects, traffic control, franchise utilities, Public Works facilities and erosion sediment control installations to ensure compliance with code, ordinances, plans and specifications.


What You Will Do


Inspection duties include technical inspection of the construction of Public Works facilities, the connection of private facilities to public works facilities, and the use and repair of public facilities by franchise utilities that occupy the public right-of-way. Technical inspection involves visual, on-site inspections of Public Works projects, conducting and analyzing field and laboratory test results for compliance with standards, interpreting plans and specifications to field conditions and development progress, monitoring and confirming costs related to construction, and documenting inspection activity through daily reports, photo submissions and entries in permit tracking program.


Additional Information On Job Responsibilities


Plan review duties include performing field review of plans for accurate depiction of field conditions and compliance with Design Standards and Standard Construction Specifications. Identify and flag issues, such as secondary impacts on existing facilities.


Incumbents will have extensive contact with contractors, the public, and construction companies in providing technical information and achieving compliance with a variety of regulations. They will serve as the primary point of contact between the contractor and the City of Salem regarding day-to-day coordination of construction projects, associated problem identification, resolution, and follow up.

What are the minimum qualifications?


  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Must pass the pre-employment background check.
  • Associate’s degree from an accredited college or university in Construction Technology or Civil Engineering, or any combination of education, experience and training that demonstrates possession of the knowledge, skills, and abilities as listed, and ability to perform the examples of work.
