The Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Office of Policy and Research (OPR) is currently recruiting for a Public Information Act Specialist (Administrative Officer II) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitments conducted for this job classification.


Nature Of Work


There are three main functions of this position: to assist the Public Information Act (PIA) Analyst, assist the Correspondence Analyst, and assist the TRAC and RIDES Program Manager. The duties are described below:


PIA Specialist


In this role, the position’s focus is working in close collaboration with the PIA Representative and PIA Coordinator on responding to Public Information Act requests made by constituents, news reporters, attorneys, and elected officials. This position must handle PIA's in a timely manner to keep MDOT SHA's Administrator in compliance with Maryland's Public Information Act laws which includes drafting letters, reviewing information prior to being released and organizing documentation.


Correspondence Analyst


In this role, the position’s focus is working in close collaboration with the Correspondence Analyst on responding to correspondence from constituents, elected officials and other stakeholders on behalf of the Governor, Secretary of Transportation and MDOT SHA Administrator. To assist with this process, the PIA Specialist will work with MDOT SHA’s correspondence liaison in each office to ensure information provided to the public is accurate and timely.


TRAC And RIDES Program Manager


In this role, the employee will assist the TRAC and RIDES Program Manager with all aspects of promoting the program, including teacher outreach (emailing, calling and tracking), scheduling teacher training, assisting partner schools with resource needs, and, when required, conducting educational seminars in area schools.

Qualifications


Minimum Qualifications:


Education: A Bachelor's degree from an accredited college or university.


Experience: Two years experience in administrative or professional work.


Selective Qualification: One (1) year of the required experience must have involved drafting/reviewing correspondences and letters in response to public information requests or for public relations communications.


  • A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).


Preferred Qualifications


The ideal candidate should possess the following:


  • Excellent oral/written communication skills
  • Excellent time management skills
  • Proficient in Microsoft Office
  • Excellent interpersonal skills


Notes


  • Additional experience as defined above may be substituted for the required education on a year-for-year basis.
  • Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours for the required experience on a year-for-year basis.
  • Candidates may substitute U.S. Armed Forces military service experience involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of operational programs or procedures with recommendations for improvement on a year-for- year basis for the required education and experience.
