GENERAL DESCRIPTION:
This position serves as a sworn peace officer per Wyoming Statute 7-2-101. The purpose of this position is to investigate and enforce all of Wyoming Statute Title 6 Chapter 7, Wyoming Statute Title 11 Chapter 25, and Wyoming Statute Title 9 Chapter 24. The statutes associated with skill-based amusement games, pari-mutual wagering, and sports wagering, all have criminal penalties requiring a sworn peace officer to investigate and assist in prosecution. The Wyoming Gaming Commission is also tasked with investigating and assisting in criminal prosecution, state-wide of all illegal gambling violations. Additional duties include conducting background investigations for all licensees. Some of the information gathered in this process can only be disseminated to sworn law enforcement personnel.
Agents complete an on-site inspection of the permittee's locations and live horse racing locations. During these inspections, agents are looking for and ensuring continued compliance with Wyoming laws and rules, and regulations. If criminal infractions are found, agents begin a criminal investigation into the circumstances.
Other duties include Wyoming Bred Inspections and enforcing Wyoming Gaming Commission rules and regulations. The Wyoming Gaming Commission currently has a signed MOU with the Wyoming Livestock Board. This MOU allows agents with the Wyoming Gaming Commission to assist the Livestock Board in investigating Wyoming's livestock as well.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Monitor and work at the Live Horse races during the racing season, ensuring that rules and statutes are followed
  • Investigating crimes of offenses in violation of all of Wyoming Statute Title 6 Chapter 7, Wyoming Statute Title 11 Chapter 25, and Wyoming Statute Title 9 Chapter 24
  • Complete Broodmare Inspections and Reporting for Wyoming Bred Program
  • Complete incident and investigative reports, warnings, and citations. Testify in commission hearings and criminal cases
  • Completing inspections of all OTBs and Skill Games locations ensuring Commission rules and all of Wyoming Statute Title 6 Chapter 7 and Wyoming Statute Title 11 Chapter 25

Qualifications


PREFERENCES:
Preference may be given to the candidate with a background in law enforcement, (preferably in management) or previous work experience in the Pari-Mutuel Wagering Industry or similar field.
KNOWLEDGE:

  • Knowledge of federal and state gaming laws. Knowledge of principals and concepts of gaming wagering.
  • Knowledge of investigative procedures and processes.
  • Attention to detail is a must.
  • Knowledge and practical application of sound management principles and supervisory skills.
  • Knowledge of computer software and hardware.
  • Knowledge of investigative procedures and processes.
  • Knowledge of basic research writing.
  • Knowledge of basic research methods.
  • Knowledge of review processes, with the ability to break down detailed submissions and reports into simple terms.
  • Knowledge of practices, procedures, methods of techniques of inspection surveying, and reviewing blueprints and facility designs for all types of facilities inspected.
  • Knowledge of report writing.
  • Knowledge of record-keeping.
  • Knowledge of record-keeping and computer systems. Knowledge of Law Enforcement practices.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Criminal Justice)
Experience:
0-3 years of progressive work experience in (Criminal Justice)
Certificates, Licenses, Registrations:
Valid Driver's License
Applicant must possess POST certification through the Wyoming Peace Officers Standards and Training Commission or equivalent certification through another state.
OR
Education & Experience Substitution:
4-6 years of progressive work experience in (Criminal Justice)

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:

  • Must be able to lift and carry up to 50 pounds.
  • Ability to work weekends, holidays, late evenings, and early morning hours.
  • Must be able to perform Race Track and Off-Track Wagering inspections in all kinds of weather.
  • Must be able to read and operate testing equipment.
