The Oregon Zoo is seeking a Projects and Planning Manager to be a strategic partner to plan, coordinate, review, and supervise the Projects and Planning team. This role will be a member of the dynamic Facilities division and have the opportunity to lead this team during an exciting period of growth by providing intentional direction and vision for an updated campus plan as well as being a leader in sustainability.

As the Projects and Planning Manager you will:

• Review project requests, prioritize projects and capital improvements in consultation with stakeholders, develop schedule projections, and communicate project status.
• Lead sustainability at the Zoo through capital planning and improvements, asset lifecycle management, total cost of ownership analysis, and strategic operational initiatives
• Collaborate with stakeholders and community partners to develop, communicate, and coordinate Zoo capital projects to ensure the Zoo’s status as a civic asset and resource.
• Fulfills Zoo Facilities strategic initiatives through effective team leadership, support of other teams and managers, and the effective management of stakeholder satisfaction.
• Plan, coordinate, review, and supervise the work of the Oregon Zoo Projects and Planning team, Zoo stakeholders, and contractors to optimize project delivery, teamwork, and the execution of strategic priorities, including sustainability, accessibility, and equity.
• Engage stakeholders in the development of the Zoo's Capital Improvement Plan, allocate project funding, manage capital reserves, and partner with the Oregon Zoo Foundation and other stakeholders to identify funding opportunities.
• Develop and supervise employees, including hiring, training, coaching/mentoring, supporting employee growth and development, setting job duties and work assignments, establishing goals, coordinating employees’ work, and managing employee performance.
• Prepare and manage contracts following public procurement regulations and supporting initiatives for sustainability and equity.
• Plan and manage all aspects of project design, development, and execution including preliminary technical research and feasibility analyses, funding and cost analyses, procurement, scheduling, stakeholder involvement, budget and work plan development, completion, and project close out.

• Ability to establish and maintain cooperative working relationships with those contacted in the course of work.
• Experience planning and implementing infrastructure improvements to support sustainability, accessibility, and equity.
• Knowledge of sustainability best practices, green construction, and LEED certification.
• Ability to fulfill Metro's employee values of public service, excellence, teamwork, respect, innovation, and sustainability.
• Knowledge of and ability to apply local, regional, and state governmental construction code requirements and regulations.
• Ability to coordinate and monitor status and execution.
• Knowledge of and ability to implement and monitor budgets.
• Ability to navigate complex and/or public sector purchasing/procurement and contract management.
• Experience developing capital plans, managing capital budgets, and prioritizing infrastructure improvements.
• Proficient in programs such as: SharePoint, project management software, AutoCAD, and Bluebeam
• Knowledge and experience in complex construction project management, including development, budgeting, execution, and quality assurance.
• Ability to effectively manage multiple project timelines and budgets.
• Knowledge of effective management practices, including team building, personnel supervision, training, and performance evaluation.
• Knowledge of project management best practices.
• Knowledge and ability to work cooperatively and develop partnerships with Oregon Zoo and Metro staff, local agencies, local governments, elected officials, the public, and other key stakeholders.

• Bachelor's degree in architecture, engineering, or a related field, or
• Three years of supervisory experience in public construction management, and
• Four years of experience in capital plan development and management or directly related field, and

• Project Management Professional (PMP) Certification
