Job Description

One of the best firms to work for in 2023 is seeking an experienced Program Compliance Manager for a Full Time, Permanent position near the Orlando, FL area, onsite position.


Prior experience in Cost Controls as a Manager and/or Project Management in the Construction industry is required.


The program compliance manager should have a background working in program management team atmosphere and will interact closely with all members of the program management team from the client/owner to designer/architect, project managers, and owner’s legal counsel, as well as the contractors.


The Program Compliance Manager is responsible for implementing, administering, and maintaining cost control systems and procedures to track budgets, change management, commitments, expenditures, forecasts and project cost reporting, and to assist in the preparation and review of cost estimates with complex, multi-phase, multi-million-dollar construction and/or renovation projects.


  • Provide support to Project Management Staff by reviewing change orders and supporting documentation from CMAR (Construction Manager), trade contractors, architects, and consultants.
  • Review and analyze project costs and legitimacy of charges as well as funding eligibility.
  • Review bid award values and analyze against the current budget. Prepare reconciliations to include the current forecast at completion.
  • Provide forecasts and cash flow analysis.
  • Perform cost-to-complete analysis for all cost elements within the project taking into consideration staffing plans, contract commitments, expenditures to date, pending/potential change requests, and trends.
  • Candidate will have experience in preparing independent cost estimates and be able to understand and review construction schedule to assess time and cost related impacts.
  • Maintain and monitor project information including cost, schedule, and project phases for a multi-billion dollar Capital Improvement Program.
  • Act as a key resource in the change management process, providing support for program/project change requests including analysis and forecasting of future project changes. Collaborate and coordinate with estimating team to analyze and review project cost changes.


Qualifications:

  • 5 to 10- years project management/cost engineering experience with a minimum, 3 to 5-years in direct support of an active construction project.
  • Demonstrated advanced skills in utilizing project management support systems and software systems to track and report costs for projects.
  • Advanced skills with MS Excel including pivot tables, conditional formatting, graphs, dashboards &, etc.
  • Familiarity of a variety of project delivery methods including but not limited to experience with Design Bid Build and Construction Management at Risk (CMAR) delivery methods are highly desirable.
  • Demonstrated experience managing and reporting the cost components of large-scale, complex projects: including developing and managing a progress reporting methodology for a complicated design effort.
  • Airport experience is a plus.
  • Candidate must demonstrate understanding of construction processes, means and methods and understanding of pricing concepts on construction contracts.
