This position is located in the Louisiana Department of Health, Office on Women's and Community Health (OWCH) state office in Baton Rouge. The incumbent will identify, define and develop funding sources to support the OWCH program activities as well as lead the development, writing, and submission of grant proposals to federal, state, and private funding agencies.


Primary responsibilities include preparation of proposals and grant applications, and performance of responsible professional and administrative work in researching, identifying, developing and responding to public and private grant opportunities in areas that support OWHC programs. The position is also responsible for collecting, analyzing, and reporting data on the performance of program activities that are funded by federal, state, and private funding agencies.


The incumbent must adhere to pertinent laws, rules, regulations, policies, and procedures of LDH, Division of Administration (DOA), DOA-Office of State Procurement (OSP), LDH-Division of Planning and Budget (LDH-OPB), DOA-Facility Planning and Control (FPC), Louisiana Property Assistance Agency (LPAA), State Civil Service (SCS) and other state and federal licensing and governing bodies.


Preference will be given to applicants with grant writing experience.


Essential Duties


40% Grant Manager


  • Manages an internal database that includes all pending and approved external grants in coordination with OWCH.
  • Serves as subject matter expert on grant writing
  • Researches and identifies new government, corporate, foundation, and private funding prospects for programs and initiatives within OWCH.
  • Responsible for collecting, analyzing, and reporting data on the performance of the program activities funded by third-party public and private sources.
  • Coordinates the development, writing, and submission of grant proposals to third-party entities.
  • Ensures compliance with laws, policies, and procedures.
  • Generates proposals and supporting documents in response to solicitations.
  • Generates revenue for OWCH programs and initiatives through timely submission of well-research, well written and well-documented grant and fundraising proposals.
  • Writes reports to government, corporate, foundation, and other funders.
  • Ensures agency compliance with grant requirements related to deliverables, budgeting, and reporting.


30% Finance/Budget/ Audit


  • Prepares information for special reports/projects as needed.
  • Retrieves financial information/reports from the State's accounting system ofrecord to ensure correct coding and posting.
  • Confers and interacts with Assistant Secretary, Deputy Assistant Secretary, LDH Budget, DOA Office of Planning and Budget, LDH Deputy Secretary and the Legislative Fiscal Office on budget development activities related to OWCH program budgets and priorities.
  • Prepares Fiscal Impact Statements on proposed legislation.
  • Assists with preparing Briefing Book document(s) by providing budget and actual revenue and expenditure information.
  • Prepares Monthly Projections to include all expenditures, revenue and projections to present to OWCH Executive Management, LDH Budget staff and LDH Executive Management staff review.
  • Meets and corresponds with OWCH executive team monthly or as needed to review revenue and expenditures to ensure compliance within the appropriated budget and with all federal and legislative requirements.
  • Prepares budget spread by Program/Cost Center/Fund at the beginning of each fiscal year based on the appropriation in House Bill 1 and updates spread as necessary to align any increases or decreases throughout the year. Enters information into LaGov.
  • Represents agency at various meetings with LDH and other agency representatives relating to budget preparation.
  • Ensures proper fiscal and administrative controls are implemented and maintained.
  • Provides programmatic oversight in the area of financial management projecting revenues and expenditures for errors and budgetary compliance.
  • Prepares and updates the activity budget and responds to inquiries associated with same.
  • Responsible for the preparation of all budget documents and the provision of administrative and fiscal support in the area of financial management as it relates to the budget, financial policy and performance operations.
  • Works closely with OWCH/LDH Human Resources staff on position control management of the OWCH table of organization to ensure proper coding and allocation of staff.
  • Prepares and manages agency operating budget request, through all phases of budget development cycle, to final approval by the Legislature and Governor; including monitoring the legislative process and assisting with OWHCP presentations to legislative committees
  • Oversees Office of Risk Management audits to ensure compliance with all rules and regulations. Ensures fire marshal reports are completed timely.
  • Consults with ORM, Legislative and LDH auditors related to all audit findings and is responsible for the resolution of any audit findings.
  • Keeps Assistant Secretary and Deputy Assistant Secretary informed of pertinent issues or problems and may act on their behalf for assigned budget functions.


15% Procurement/Contracts/Lease/Property and Telecommunications


  • Reviews weekly contract status report to ensure timely processing through LDH and Office of State Procurement.
  • Monitors contract and lease expiration dates to ensure all deadlines are met to procure, bid, negotiate, and execute contracts or leases to ensure continuity of operations.
  • Processes and submits invoices to the Deputy Assistant Secretary for approval for payment.
  • Prepares purchase orders or P-card transactions for the procurement of all supplies, equipment and operating services.
  • Ensures all applicable State and Departmental policies and procedures are followed relative to procurement, leases and property.
  • Responsible for creating and maintaining written procedures for all areas of responsibility.


10% Performance


  • Prepares Performance Adjustment Reports (PARS), BA-7 (Budget Adjustments) and other documents as needed for submission to the Joint Legislative Committee on the Budget and/or the LDH Office of Planning and Budget as needed.
  • Collects data, computes and submits quarterly reports on all LaP AS performance indicators.
  • In consultation with the Deputy Assistant Secretary, responsible for the development of the agency's long- term Strategic Plan and short-term Performance Standards reports.


5% Other Duties


Other duties as assigned, including but not limited to, Emergency Assignments, Disaster Events, etc.

Qualifications


MINIMUM QUALIFICATIONS:


A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.


Substitutions


Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.


Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:


A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.


30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.


60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
