General Description and Classification Standards: This position will report directly to the Deputy Chief of the Technical Services Division of Labor to manage and train citizens of the City of Atlanta to participate in the Atlanta Community Emergency Response Team (ACERT), assist with Incident Command System (ICS) and Fire Corps program on behalf of the Atlanta Fire Rescue Department (AFRD). Under the general direction of the Fire Chief, in support of AFRD efforts to educate volunteers about disaster preparedness for hazards and emergencies that may occur where they live. ACERT trains volunteers in basic disaster response skills, such as:


  • Light search and rescue
  • Team organization
  • Cardiopulmonary Resuscitation (CPR)
  • Disaster medical operations
  • Fire safety


In support of the community before AFRD’s unit's arrival on the scene during a major emergency event. Also, in the coordination of public information distribution related to the community’s emergency preparedness and other related duties as required. Similarly, manage the AFRD’s Fire Corps program. This program is designed to connect community members with AFRD to help with non-emergency tasks. This includes fire prevention education, administration, providing canteen services at incidents, and equipment maintenance. Also, to include fundraising, and emergency preplanning assistance to develop strong working relationships, training, and networking opportunities for community members who are interested in non-operational volunteer opportunities with the Atlanta Fire Rescue Department.


This position provides Community Emergency Response Team (CERT) program support under the Atlanta Fire Rescue Department's Technical Service Division of Labor and collaboratively provides agencies with CERT-related services, training, and volunteer coordination. This position reports directly to the Deputy Chief of Technical Services but may receive direction from other Atlanta Fire Rescue Department leadership. This position may lead the activities of program volunteers or Fire Department Aides in the performance of work related to the ACERT program, Fire Corps program, ICR and other related specialized programs.


General Standards (but Not Limited To)


  • Coordinates and supports the department with all hazard exercises and drills.
  • Conducts ICR & ACERT and personal preparedness training.
  • Assists in updating and reviewing curricula for community classes.
  • Assists with the updating of emergency response plans, and assists with training, drilling, and/or exercising the plans.
  • Assists with developing ICR, ACERT and Fire Corps curriculums, schedules, and training/drill programs.
  • Assists with data collection and tracking performance measures related to ACERT and Fire Corps activities monthly.
  • Coordinates and teaches ICR, ACERT and Fire Corps classes on an ongoing basis and develops lesson plans for training.
  • Respond promptly, to requests from community members regarding outreach programs and training.
  • Assists in the preparation of documentation for grant reimbursement related to ICR, CERT and Fire Corps activities, programs, and resource needs.
  • Assists in developing a community task force to provide regular input on curriculum development and evaluation of program effectiveness.
  • Maintains and updates ICR, ACERT and Fire Corps database and record-keeping systems.
  • Attends monthly meetings involving ICR, CERT & Fire Corps and reports all pertinent details related to the Fire Emergency Preparedness Unit or others supporting the AFRD Fire Training program.
  • Assists with developing and maintaining working partnerships with government, business, non-profit, and community members throughout the district.
  • Research methods to increase community outreach and develop volunteer instructors' training programs.
  • Assists, plans, and attends ICR, CERT & Fire Corps program meetings with designated leaders on topics related to emergency preparedness.

Serves as a technical resource or mentor to other employees. May lead or instruct other CERT/ adjunct instructors.


Abilities


Knowledge Skills


Ability to keep abreast of any changes in ICR, CERT & Fire Corp. policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental. Municipal governments and organizations including ICS and NIMS. Techniques of training, public speaking, and developing education materials utilizing MS Office.


Communication


Skills in effective clear/concise communication (verbal and written). Ability to interact with management, the Mayor’s Office Of Emergency Preparedness, employees, and members of the public. Manage multiple projects and tasks simultaneously.


Qualifications — Education And Experience


Possession of a bachelor’s degree from an accredited college or university. Two (2) years of full-time, increasingly responsible experience in emergency program management and/or administration with at least one (1) year of this experience providing lead or supervisory direction.


Licensures and Certification*


Valid Driver’s License


Preferred: CERT-TRAIN-THE-TRAINER, ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, ICS 800, Certified Emergency Manager (CEM) from Georgia Emergency Management Agency, CERT Program Manager
