This is a Term Appointment Not to Exceed (NTE) 18 months. May be extended up to 4 years at management's discretion.

Applicants must demonstrate that they meet the Specialized Experience or Education requirements to substitute (if applicable depending of grade) as noted below. Specialized Experience for GS-11: You may qualify for the GS-11 grade level if you possess one year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sector) performing the following duties: Experience participating in research projects and analytical studies; Collaborating and presenting information to varied stakeholders such as other organizations, academia, or State and Federal Government Agencies; Collecting relevant information from varied sources for review, analysis and monitoring of assigned program areas and their mission accomplishment progress. OR B. Education: A Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level. Specialized Experience for GS-12: You may qualify for the GS-12 grade level if you possess one year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sector) performing the following duties: Direct experience in conducting analytical studies of data, surveying, measuring and evaluating project activities, goals and objectives; Experience developing memos, decision papers, talking points, briefings, and/or training or other correspondence for various audiences; Participating in intelligence, technology, policy, and risk management working groups focused on delivering solutions addressing emerging threats; Experience sharing information with varied audiences at briefings, scheduled presentations, or other speaking engagements. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. All qualification requirements, including Time-in-Grade, must be met by the closing date of this announcement. Qualification AND Time-in-Grade claims will be subject to verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail. Note About SF50s: Current and former employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
