The primary purpose of this position is to serve as the Group War, Readiness and Contingency planner/analyst, Emergency Management, Operation Security Monitor, READY Monitor, ART/START Monitor, Continuity of Operations Monitor, Readiness Exercise Evaluator, etc war planner consultant to the director to analyze, evaluate, implement and make decisions to range of problems. Responsibilities


  • Develop and identify wartime manpower requirements for the Group.
  • Work to achieve and support quality improvement in all products and services. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes resolving a variety of conventional problems, questions, and situations such as war plans, control center operations, security, and emergency management, etc. Recommending solutions to preclude a recurrence and assessing program effectiveness by advising managers of established criteria, methods, techniques, and procedures. The work contributes to the improvement of productivity, effectiveness, and efficiency in program operations and administrative support operations. The effect of the work is primarily local in nature, although some programs may be part of a multi-facility or program operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of information, security concepts, principles, and practices to plan and implement security programs relating to the war, emergency and contingency plans, Control Center operations, and Emergency Management. Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studies or served, and related customers, functions, resources, and users. Thorough knowledge of applicable DoD and Air Force policies and regulations. Skill in planning and executing complex, multi-faceted projects. Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures. Skill in reviewing, analyzing, and managing Contingency, Mobilization Planning, and/or War Reserve Programs. Ability to meet and deal with customers using a high degree of tact, courtesy, and diplomacy. Ability to develop and utilize appropriate data collection techniques. Ability to communicate effectively with others, both orally and in writing, PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: There may be walking, standing, bending, carrying of light to moderately heavy items. No special physical effort or ability is required to perform the work. Work Environment: The employee works in an adequately lighted and ventilated office environment.
