Job Duties
This position would manage the Procurement and Property Sections in the Directorate of Fiscal Operations within the Department of Military Affairs. The incumbent will provide high quality support for the procurement of routine to complex goods and services. Provides oversight over all agency procurement, including State Purchase Charge Card, SWAM goals, and compliance with state law, regulations, and policies. Provides oversight of storage, inventory, and disposition of personal property. Drafts and maintains agency policies, manuals, and training materials. As well as coordinates with DGS and other agencies, and provides advice and guidance to all agency personnel.
Minimum Qualifications
- Senior Level VCO required.
- Demonstrated ability to independently manage conflicting priorities and heavy workloads while ensuring attention to details.
- Valid Virginia Drivers License
- Knowledge of property storage, inventory, and distribution.
- Demonstrated ability to manage personnel toward a common goal and to function effectively as a member of a team.
- Demonstrated ability to negotiate, establish, and administer a wide variety of contractual vehicles for a variety of goods and services.
- Considerable knowledge and understanding of Commonwealth procurement laws, regulation, policy and processes, including electronic business systems.
- Strong written and oral communication skills.
- Considerable formal training and experience in Commonwealth procurement practices, policies, and procedures.

Virginia Contracting Master Certification Preferred
