Job Summary:


Procurement Manager is responsible for performing and overseeing project specific purchasing (up to a high dollar value and/or complexity), ensuring procurements are conducted and documented in accordance with the project requirements as well as FAR and corporate policies.


Provides cradle-to-grave procurement support. Prepares RFP/Q packages, analyze and evaluate proposals, negotiates purchase order provisions, select or recommend and evaluate suppliers and their performance. May supervise up to four buyers.


Job Responsibilities:


Prepares bidders lists


Prequalifies bidders


Forms Request For Proposal (RFP) packages


Issues RFP packages to approved bidders


Coordinates bidders questions and answers to those questions


Receives proposals


Evaluates proposals


Develop and negotiate nondisclosure agreements, teaming agreements, master subcontract agreements, blanket purchasing agreements


Prepares Bid Summary and recommendation letter


Oversee and participate in high value subcontract negotiation


Develop and maintain strong business relationships with the subcontractors


Oversee the management of subcontractors to meet all subcontract requirements including but not limited to management of financial obligations and mitigating cost overruns, schedule, technical and quality requirements


Develop and implement strategy to support proposal efforts for new business pursuits


Ensure subcontract compliance with Company policies, Public Laws in Government and commercial environment such as Federal Acquisition Regulations (FAR/DFAR), FAA, NASA, DOE, ITAR and import/export requirements


Manage administrative tasks including the coordination and support of milestone payment, performance based payment, invoice review, and ongoing communication with the subcontractors and program teams


Measure the effectiveness and performance of subcontractors


Manage and provide guidance in the selection and issuance of fixed price, time and materials, labor hours and cost-type agreements and/or purchase orders


Develop solutions in resolving supplier contractual issues


Perform risk assessment, identify potential risks and impacts, and develop mitigation plans


Participate in source selection process and the development of cost proposal during new business pursuit working collaboratively with the Management


Build and maintain solid relationships based on mutual respect with senior level internal and external customers, peers and team members


May mentor or supervise other team members


Some local travel is required


Minimum Qualifications:


Bachelor’s degree in business,


7 years’ experience in supply chain or similar position


Thorough understanding of federal procurements for minimum of a period of at least 7 years 


Thorough knowledge and experience with Government regulations and Public Laws


Experience purchasing in a CPSR environment


Experience with the Service Contract Act and Davis Bacon Act its application.


Exemplary written and oral communication skills, strong presentation skills, ability to listen well and communicate effectively with others


Proven ability to collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others


US Citizenship is required


The candidate must possess in depth knowledge of software applications: word-processing and spreadsheets
