Duties
- Review proposed acquisition legislation and directives for conformance with regulatory requirements and acquisition practices.
- Development ARPA-H procurement policies and procedures.
- Serve as the main point of contact on all matters dealing with the Federal Acquisition Regulations (FAR), Assistance (2 CFR 200), and other Transactions Regulations.
- Provide advice and guidance concerning a variety of acquisition issues.
- Establish strategies for the implementation of statutes, regulations, judicial decisions, and other developments affecting overall acquisition programs.
- May also perform such Contracting Officer's Representatives duties such as: Maintaining liaison with prime contractors, staff, other contractors, the contracting officer, and program offices related to all projects to manage the activities of a diverse portfolio of contracts within the Division; Performing inspection and acceptance for the Government to assure performance/delivery is accordance with contract/order requirements.
- You must obtain (within a timeframe established by the supervisor) and maintain a FAC-C Professional Certification (FAC-C-PC) certification throughout the duration of employment in the position.

- A current Department of Health and Human Services (HHS) employee with an approved waiver of educational requirements. To receive consideration, you must submit your waiver with your application.
- Occupied a GS-1102-14 position on or before January 1, 2000; OR,
- Completed a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. - Have at least 1-year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning, developing, and implementing acquisition policies, standards, and procedures; performing regular and special procurement reviews, the findings to be used in developing new policy guidelines, standards, and procedures; advising managers on procurement policy matters for a large multi-faceted program; providing guidance to senior contracting staff on technical and policy questions.
- Completed all mandatory training and certification requirements prescribed by the head of the agency for progression to the GS-14 or higher-level contracting positions. Completion of this training for non-NIH employees is not required upon application to meet qualifications. If selected, you must complete all required training and satisfy all certification requirements within the specified timeframes determined by your supervisor. AND
- Have at least 4-years of experience in contracting or related positions. AND
- A one-year probationary period may be required upon selection/placement.
