David Weekley Homes' Supply Chain Team is seeking a Pre- Construction Manager to take responsibility for developing, implementing, and managing key sourcing strategy pertaining Build-to-Rent (BTR) construction projects.
Leveraging operational experience, data analytics competences and the organization’s vendor network, the Pre- Construction Project Manager is tasked with identifying procurement opportunities to maximize efficiencies in rental projects. The Pre-Construction Manager will work closely with cross-functional teams in Finance, Accounting, Supply Chain, Purchasing and Construction to enact procedures across Build-to-Rent projects. In addition, the Pre- Construction Manager is tasked with developing a Build-to-Rent specific supply chain by leveraging trade partners outside the organization’s existing network and leveraging those assets for ICB Projects.
Ultimately managing the preconstruction process includes initial concept budgeting, preparing bid packages, bidding and scope reviews resulting in financial reviews, procurement, and preparing logistic plans. The Pre-Construction manager will work directly with the VP of Build to Rent, while coordinating with the Construction Team and Division Management.
Responsibilities:
- Identify Supply Chain categories that will benefit from project-level procurement activities (bulk buy)
- Coordinate logistics, material cadence & delivery with suppliers and field operations
- Develop project timelines, track progress, and communicate achievements
- Coordinate project status meetings and provide written reports to key stakeholders
- Collaborate with local purchasing and estimating team members to understand pricing, biding, takeoffs and make necessary adjustments to support BTR business
- Maintain business agility – “Do Anything and Everything” necessary for project success
- Acts as primary point of contact for designated projects and designated suppliers
- Lead cross-functional teams (Purchasing, Estimating, Builder) to achieve Supply Chain Strategy
- Collaborate with local purchasing and estimating team members to understand pricing, biding, takeoffs and make necessary adjustments to support BTR business
- Optimize estimating takeoffs through SKU rationalization and aggregation to support BTR bulk purchases
- Work with local operations team to understand developer & municipal requirements
- Coordinate engineering, plan design and permit revisions to facilitate BTR procurement strategy success
- Coordinate and oversee project bid process with vendor partners
- Support local divisions in procurement planning, strategy, sourcing, in other non-bulk categories
- Optimize estimating takeoffs through SKU rationalization and aggregation to support BTR bulk purchases
- Provide on-site support to purchasing and operations team as needed (site planning, delivery/logistics coordination, planning meetings, key stakeholder “buy in” presentations, vendor research/reconnaissance)
- Coordinate with legal department for contract development and execution for BTR projects
- Coordinate engineering, plan design and permit revisions to facilitate BTR procurement strategy success
- Respond to stakeholder queries before, during and after bid process
- Collect key data and perform feasibility studies (economic, technical, operational, scheduling) for identified categories to determine the organization’s capability in supporting procurement strategy
- Drive continuous process improvement through project review meetings and collected feedback from cross-functional teams and suppliers
- Develop organization’s strategy to implement category procurement in BTR communities and manage progress
- Work with local operations team to understand developer & municipal requirements
- Create and document procedures and best practices for BTR Sourcing “Play-Book”
- Establish and cultivate new strategic relationships with trade partners to create a BTR focused Supply Chain
Experience:
- Excellent in visualizing the end goal and formulating creative ways to achieve these goals with little instruction (global thinker)
- Proficient in MS Office products including Microsoft Excel
- Extensive construction management experience in the Multi-Family field
- Ability to perform in fast-paced, complex and ever-changing environments
- Must be a self-starter who can identify and capitalize on opportunities in the face of ambiguity
- Business background/education desired
- Excellent verbal and written communication skills and attention to detail
- Ability to manage multiple projects, team members and assignments concurrently
- Strong understanding of internal processes
