Job Description
General Purpose

Idaho Falls Power is accepting internal applications for Meter Technician Apprentice. This position performs a variety of entry-level skilled duties related to the installation, maintenance, and repair of electrical metering Systems and associated technology.


SUPERVISION RECEIVED

Works under the general supervision of the Energy Services Manager or Senior Journey Meter Technician.

SUPERVISION EXERCISED

None.

Essential Functions

Works and learns under the general guidance of Journey Meter Technicians to go through both on the job and classroom apprenticeship program to learn safely and effectively to do and perform the following:

Performs technical repair, maintenance, testing, validation and calibrating of electrical metering systems using specialized software and test equipment.

Receives meter installation requests; issues meters and equipment for installation; performs field installation and testing of metering equipment and wiring; performs programming of electronic meters to facilitate effective electronic readings; design and installs meter applications for “primary meter situations.

Responds to customer service calls regarding high billings, voltage, and broken meters; investigates erroneous meter readings, customer tampering, theft of services and vandalism.

Works closely with Utility Department, Electrical Inspectors and Servicemen in determining causes of various electrical service issues and problems; contributes to problem resolution.

Support day to day operation of, the AMI (Advanced Metering Infrastructure) systems including Connexo, Cayenta and the MDM (Meter Data Management System).

Assist in maintaining the different metering Systems such as Connexo, Tropos/Fiber Gatekeepers & MDM.

Works in conjunction with the vendors of metering systems to maintain system functionality; schedule any maintenance; install and test system patches from each vendor; and upgrade maintenance and implementation of these various systems.

Using the Automated Metering Infrastructure (AMI) head end system platform (Connexo), perform the following: daily monitoring of all alarm and event messages to determine level of response required, develop billing and voltage read schedules, programming of new metering and communication system devices, daily monitoring of synchronization between the Customer Information System (CIS) and the AMI system to ensure functionality and validity, and perform on demand reads of meters and gatekeepers for trouble shooting purposes.

Assist with managing and operating the AMI Local Area Network (LAN) or Fiber communication system to include installation, programming, troubleshooting, maintenance, repair, and replacement of communication equipment.

Receives and participates in safety training related to metering and electrical environments; monitors field practices to ensure compliance with safety guidelines and practices.

Work safely in a collaborative and productive manner throughout the utility in support of its mission.

Performs other related duties as required.

Minimum Qualifications

1. Education and Experience:

A. Graduation from high school; plus, one (1) of specialized training directly related to above duties

AND

B. Journeyman electrician with minimum of two years of commercial / industrial electrical experience

OR
C. An equivalent combination of education and experience.

2. Knowledge, Skills, and Abilities:

Working knowledge of electrical and electronic theory, electrical metering principles, practices and trends in electrical metering, maintenance, installation, and related work. Electrical theory and mathematics as related to the installation, maintenance, services, and calibration of electric utility meters and other related equipment, information system management concepts. Hardware configurations and capabilities, operating system fundamentals, data communication concepts, system programming requirements and software contingencies. safety regulations and work rules as they relate to the installation and repair of electric meters and other related equipment.

Apprentice skill in
the use of computer and network systems’ architecture and configurations and various specialized software applications as well as Microsoft Office applications Excel and Word. Working level skill in the use of technical tools essential to installation, maintenance and repair of complex electric metering equipment and associated electrical systems.

Ability to analyze and identify electrical metering malfunctions and the solutions to related problems. Work in a task requiring prolonged sitting, working in year-round weather conditions, effective communication both verbally and in writing, develop effective collaborative working relationships with supervisors, fellow employees, and the public.

3. Special Qualifications:

Must successfully pass and complete each segment of apprentice curriculum and any associated testing as defined by Idaho Falls Power. Failure to pass a segment of apprenticeship program, including but not limited to failing the schoolwork terminates further apprenticeship program and training, resulting in termination of further employment and apprenticeship training. Apprenticeship will require attending courses after hours both in school setting, in the field, or in an on-line format.

Work Environment

Incumbent of the position performs in a typical office setting with appropriate climate controls, work occurs outdoors in variable weather conditions. Tasks require variety of physical activities that may involve muscular strain. Frequents walking, standing, stooping, sitting, reaching, and lifting. Must be able to perform arduous manual labor that requires carrying heavy loads of 65 lbs on a regular basis. Essential functions require talking, hearing, and seeing in color. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Regular local travel required in normal course of job performance. Regular exposure to changing weather conditions and hazards common to electrical systems. Some overtime required.
