Job Description

POSITION: Senior Policy Specialist - Resource Allocation (Senior Policy Specialist #1795)


Reporting to the Supervisor of Resource Allocation, assists in implementation of resource allocation strategic priorities and initiatives; facilitates the collection and analysis of resource allocation data across school systems to provide technical assistance; coordinates efforts across departments to develop systems of support aligned with best practices in strategic resource allocation decision-making; contributes to reports and presentations regarding resource allocations patterns and practices in order to address inequities, close achievement gaps, and improve the achievement of every student.


Duties and Responsibilities:

  • Maintains records for institutional knowledge.
  • Ensures guidance materials and websites are updated regularly.
  • Facilitates and assists in the implementation of strategic projects and initiatives designed to support the equitable allocation of resources. Projects may include: analyzing data across required collections (e.g., Every Student Succeeds Act (ESSA) site-level spending, evidence-based funding spending plan, etc.) to produce reports, deliver presentations, and support analysis of resource allocation practices; researching best practices in braiding and blending federal grants to drive improvement efforts; liaise with agency leadership to develop guidance and deliver cross-departmental technical assistance; co-facilitating ESSA-required resource allocation reviews and managing follow up activities to deliver differentiated support to district leaders.
  • Implements project plans to ensure the timely, accurate, and efficient collection of state and federally mandated resource allocation reporting.
  • Builds and maintains relationships with internal and external stakeholders.
  • Engages in post-collection review processes to assess performance and inform future data collection design.
  • Assists in providing technical assistance to district leaders.
  • Presents at workshops and conferences.
  • Develops and uses project management tools with key objectives, milestones, and activities.
  • Drafts, reviews, and/or facilitates external communications and presentations related to resource allocation strategic priorities and initiatives.
  • Performs other duties as assigned.
  • Assesses existing policies and statutory requirements to identify opportunities to streamline reporting.


Required Qualifications:

  • Policy analysis and/or critical thinking skills.
  • Bachelor’s degree plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Demonstrated ability to manage multiple priorities.
  • Ability to rapidly develop and apply content expertise to new problems or projects.
  • Strong verbal and written communication skills, including experience delivering presentations.
  • Proficiency with Microsoft Office suite of tools, specifically Excel, Powerpoint, and Word.
  • Project management experience.


Preferred Qualifications:

  • Prior knowledge of or incipient interest in the relationship between school finance and student success.
  • Experience teaching in under-resourced schools.
  • Master’s degree or coursework in Educational Leadership, Education, Statistics, Public Policy, Law, or related fields.
  • Formal or informal adult leadership experience, which may include experience in school or district settings.
