Job Overview


The Policy and Program Planning and Implementation Manager is responsible for leading multiple assignments to assist the GRHC Executive team with planning and implementation of various programs including the MTW initiatives. This position will create and lead implementation coordination for changes in policy, procedures, and new initiatives that promote and advance the Agency's mission. The employee oversees the Agency's strategic planning, assists with monitoring program compliance, and analyzing policy.


DUTIES AND RESPONSIBLITIES (Some duties may include but not limited to):


Establishes and implements short- and long-term organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.


Plan and attend collaboration meetings to ensure projects/initiatives are on schedule.


Direct and administer complex planning projects and participate in the development of new initiatives.


Establish and maintain highly effective working relationships with outside agencies including local, state, and federal agencies, private and non-profit organizations, committee members, staff and others encountered in the course of work.


Provides strategic advice and consultation to leadership in the development, implementation, and evaluation of modifications and enhancements to existing operations, systems, and procedures.


Gathers data, performs analysis, and makes recommendations for new and existing initiatives, policies, and procedures to ensure that implementation remains consistent with policy objectives and according to timelines.


Key Qualifications


Five (5) years or more increasing responsibility experience in policy development, urban planning, business administration, public administration or equivalent combination of education and experience


knowledge of affordable housing concepts including program requirements, compliance requirements, day to day operations, asset repositioning and fair housing.


Ability to interpret HUD guidelines and Code of Federal regulations.


Ability to develop feasible public-private partnerships.


Ability to manage a project with tasks, timelines, and assignments.


High level of communication and leadership skills.
