What You'll Do:

The Ohio Department of Agriculture is currently seeking candidates for a Plant Health Supervisor position in the Plant Health Division, Asian Longhorned Beetle (ALB) program, headquartered in Clermont County. Responsibilities for the Plant Health Supervisor position include but are not limited to:

  • Tracks field inspections and reviews for completeness and accuracy
  • Reviews contract bids
  • Formulates recommendations for regulated communities to meet requirements of interstate and international regulations
  • Develops final government contract
  • Reviews field reports (e.g., standard, investigative, inspection)
  • Administers disciplinary actions
  • Manages field inspections
  • Follows up on open field reports
  • Oversees renewal of compliance agreements, collection of license and inspection fees
  • Prepares final reports and participates in intra and inter-agency grants
  • Requests sample analysis
  • Maintains regulatory compliance
  • Assists other state agencies and/or federal entities in researching and responding to questions and/or complaint
  • Approves leave and travel requests; recruits for vacant positions
  • Performs public relations duties: notifies stakeholders of rule and law changes
  • Coordinates inspection activities and supervises inspection staff (i.e., Plant Pest Control Specialist and Survey Technician 1): assigns work activities
  • Conducts field staff performance reviews
  • Develops performance improvement plans
  • Manages government contracts to ensure compliance in spending and completing funded projects: develops work plans and project budget in accordance with contract terms
  • Reviews and updates license testing
  • Assists in securing funding
  • Seizes homeowner’s property to cut down infested trees
  • Oversees review and issuance of licenses (e.g., commercial feed, pesticide applicators and nursery)
  • Issues stop sale on contaminated feed products)
  • Analyzes problems and determines and implements plan of action
  • Develops work plans to utilize limited resources to accomplish changing priorities (e.g., pesticide misapplication, new pest outbreaks, grain insolvency, feed contamination, and bioterrorism)
  • Monitors contractors’ performance and contractors’ submitted data
  • Responds to regulatory questions from angry land owners and product manufacturers regarding enforcement actions (e.g., destruction of products for sale resulting in high dollar amount profit losses for manufacturers
  • Develops, coordinates and executes policy and methods to oversee inspection requirements for assigned Ohio Department of Agriculture Plant Health program area (i.e., plant pest control/invasive species)
  • Coaches field staff
  • Provides instruction on inspection procedures
  • Participates in community meetings

Maternity Benefits Available to Enrolled State Employees

The State of Ohio is expanding maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. A number of prenatal, childbirth, and post-childbirth services will be provided at no out-of-pocket cost to employees utilizing network providers.

Examples of services now covered by network providers at 100% include:

Prenatal care, including physician visits and examinations.

Home health care services designated as maternity care (for expectant members on bed rest).

Inpatient claims for all types of delivery.

Inpatient NICU claims, from birth through discharge.

Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.

Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits.

Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copay via prior authorization from providers.

Ohio Public Employees Retirement System

Qualifications
Completion of undergraduate core coursework in agricultural field (e.g., agronomy, biology, horticulture, entomology, plant pathology, environmental science)
AND 18 months experience in applying state and federal laws regarding plant health programs
AND 3 months experience in operation of personal computer
AND valid driver’s license.
OR 4 years experience in managerial position related to Plant Health programs
AND 3 months experience in operation of personal computer
AND valid driver’s license.

  • Or equivalent of Minimum Class Qualifications For Employment noted above.

Knowledge of agriculture or related biology or other science; state & federal laws & regulations regarding division of Plant Health program areas (e.g., plant pest control/invasive species; pesticide/fertilizer; grain, feed, & seed); investigation & sampling procedures; supervisory principles & techniques*; employee training & development*; accounting/auditing; economics. Skill in use of personal computer & related software (e.g., Exam Hand Ohio Software).Ability to prioritize/plan multiple tasks; write technical reports; interpret extensive variety of technical materials in books, journals, manuals; define problems, collect data, establish facts & draw valid conclusions; proofread technical materials; handle sensitive contacts with government officials & general public; establish, draw valid conclusions; proofread technical materials; establish positive atmosphere as supervisor of work unit.
