Job Description
Overview:
The Operations Research Analyst, Environmental Branch provides the Civil Engineering Unit (CEU) Oakland, Asset Line Management branches, Mission Readiness Product Line (MRPL) and Facility Asset Management (FAM) operational research analyst functions in support of CEU Oakland Asset Line Management branches. Asset Line Managers within MRPL provide technical oversight of all CG-owned housing, community services facilities, and training facilities. The Product Line manages risk and resources across the entire lifecycle of a shore facility, from initial planning, to acquisition and construction, from operation and maintenance, through disposal.
Responsibilities:
  • Define shore infrastructure maintenance and life cycle problems associated with the Product Line and Facility Asset Management branches, and use statistical analysis, simulations, predictive modeling, or other methods to analyze it and develop practical solutions.
  • Assist the Product Line and Facility Asset Management branches with project planning and prioritization, through data analytics.
  • Recommend strategies to Product Line and Facility Asset Management team, in support of decision making, project prioritization, and funding resources.
  • Evaluate the effectiveness of shore infrastructure decisions made by the Product Line and Facility Asset Management team and provide analytical recommendations on areas of improvement.
  • Data Entry in support of the Product Line and Facility Asset Management, when requested by CEU Oakland.
  • Provide research on specific topic areas and initiatives to support Product Line and Facility Asset Management projects and work.
  • Perform site visits in alignment with Product Line and Facility Asset Management portfolio, gather information about problems and develop a network amongst key stakeholders throughout the CEU community to identify possible solutions.
  • Provide reports and memos to explain analytical findings and make recommendations.
  • Develop comprehensive databases that analyzes Product Line and Facility Asset Management portfolio that supports Senior Leadership decisions and strategies.
  • Assist with Data Calls: supports data call with required feedback, as directed by CEU Oakland. Assists with analytical projects designed to help improve Product Line and Facility Asset Management operations and management.
  • Develop system to track and analyze key metrics and report on them as it pertains to the Product Line and Facility Asset Management portfolio.
  • Research new innovated processes and tools to develop possible solutions, beyond currently established Coast Guard programs and policy.
Qualifications:
Required:
  • Knowledge of the Microsoft Office Suite of products.
  • Knowledge and experience with Data Management Systems (HMIS, SAM, etc.)
  • A Bachelor’s degree
