This is a full-time, permanent Nursing Consultant, Public Health (NCPH) position within the Nursing Care Quality Assurance Commission (NCQAC).

The NCQAC Nursing Education Consultant supports the Nursing Commission’s mission by evaluating and reviewing the educational preparation of internationally educated nurses, by evaluating and reviewing requests for clinical site placements for students educated outside of Washington State, and by evaluating refresher course programs. The consultant makes recommendations for policy and rule development related to nursing education programs, clinical site placements, internationally educated nurses, and refresher course curriculum. The consultant participates in program evaluations and complaint investigations for nursing education programs.

Responsibilities include, but are not limited to:
  • Review and evaluate clinical site placements of nursing programs located outside the state of Washington, to conduct on-site visits and investigations of in-state nursing education programs for the purpose of determining compliance with Nursing Commission Regulations, and to participate in nursing program approval panel meetings.
  • Develop educational materials and participate in training seminars for the general public, healthcare providers and nursing programs that need information about regulatory requirements and nursing education.

The duty station for this hybrid position is in Tumwater, WA. Telework (mobile work) is currently expected. Field work conducting site visits to nursing programs is expected. The incumbent will work with their supervisor to establish a work schedule to include telework and reporting to the Tumwater duty station for work activities as needed.

The Washington State Nursing Care Quality Assurance Commission’s (NCQAC) mission is to protect the public and regulate the competency and quality of professional health care providers, including establishing the minimum standards for universities or colleges preparing persons for licensing as registered nurses, advanced registered nurse practitioners, and licensed practical nurses. The commission also establishes minimum standards for internationally educated nurses and for clinical site placements of students educated outside of Washington State. The commission is responsible for refresher course approval and on-going evaluation. The commission evaluates nursing education programs that are in-state and out-of-state for compliance with regulations.

Required Qualifications
Note: Experience defined below may have been gained through paid or unpaid activities.
  • Three (3) years of experience in nursing education curriculum development or educational preparation as a nurse educator.
  • Licensed as an RN in the State of Washington, or ability to obtain licensure upon employment.
  • Master’s Degree or higher in Nursing.
  • Experience teaching in a nursing education program.
  • Demonstrated experience communicating effectively with written and verbal communication, including conflict resolution and diplomatic relations.
Desired Qualifications
  • Experience in policy development and implementation.
  • Three (3) years of experience as a registered nurse or advanced nurse practitioner.
  • Experience in national nursing accreditation as a peer evaluator or in preparation of a self-study for national nursing accreditation or other national accreditation related to healthcare.
