Job Description

The Network Administrator’s role is to ensure the stable operation of the in-house computer network. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all network hardware, software, and communication links. The person will also analyze and resolve end user hardware and software computer problems in a timely and accurate fashion, and provide end user training where required.


ESSENTIAL JOB FUNCTIONS:

1. Ability to provide network administration including installing, maintaining, configuring, troubleshooting, and upgrading network equipment (routers, switches, load balancers, point to point wireless, wireless LAN controllers/access points and Access Control System).
2. Ability to provide security administration including installing, maintaining, configuring, troubleshooting, and upgrading network security equipment (firewalls, network access control & VPN).
3. Ability to provide advanced telephony administration including installing, maintaining, configuring, troubleshooting and upgrading Voice over IP (VoIP) equipment (enterprise VoIP system, telephones, voicemail systems and enterprise call center systems) and Video Teleconferencing Systems (VTC).
4. Ability to examine and evaluate network performance and recommend modifications as appropriate to maintain high availability for critical voice and data service.
OTHER JOB FUNCTIONS:
6. Ability to manage cable construction projects including large city wide fiber optic infrastructure as well as interior cabling. This includes making budget projections and recommendations as well as tracking project costs against projections and managing multiple vendors.
7. Prepare and ensure accuracy of documentation, procedures manuals, and inventory for network installations, including data, voice, and video systems.
8. Ability to evaluate new technologies and make budget recommendations.
9. Ability to coordinate and direct vendors and consultants hired by the City of Arlington.
10. Ability to maintain 24/7/365 on-call status for network and telephony issues and carries a pager on rotation with other staff.
11. Ability to Install, maintain, configure and troubleshoot uninterruptible power supplies (UPS) supporting network infrastructure, as well as the cities datacenters.
12. Ability to order, maintain, and troubleshoot telecommunication circuits.
13. Ability to implement and maintain backup and failover procedures to ensure high availability of telecommunication services.
15. Ability to serve as a technical consultant in the evaluation and procurement of new technologies city wide.
16. Ability to perform other related duties as required.


MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities Required:

  • Knowledge of the current literature, trends, and developments in the field of network and telecommunications
  • Processing Standards 140-2 (FIPS), Criminal Justice Information Services Standards (CJIS), Payment Card Industry Compliance (PCI).
  • Ability to lift or exert forces equivalent to lifting 75 lbs
  • Ability to operate assigned equipment
  • Skill in recognizing, analyzing and providing solutions to difficult network and telecommunication issues
  • Ability to walk or stand for long periods of time
  • Knowledge of fiber optic construction practices.
  • Knowledge of water utility regulatory compliance as it relates to IT communications. Knowledge & experience with configuring and maintaining multi-vendor network environments
  • Knowledge & experience with enterprise wireless systems
  • Ability to communicate clearly and concisely, both orally and in writing
  • Knowledge of current security techniques, trends and standards. These include but are not limited to the following: Internet Protocol Security (IPsec), Generic Routing Encapsulation (GRE), Federal Information
  • Experience with voice over IP telephony including managing, installing and upgrading equipment and software (voice switches, IP telephones, voicemail systems and call center systems).


Qualifying Education and Experience:

A Bachelors’ degree in Business, Information technology or Computer Science plus three years’ experience supporting an enterprise communications network or an equal combination of education and experience. Highly preferred: Network certifications in the areas of routing, switching, firewall, wireless and/or VoIP
Pre-employment testing includes: CJIS background, Criminal Background Check, Physical, and Motor Vehicle.
