Office of Conservation – Engineering/Administrative Division


The Engineering Administrative Division is responsible for the prevention of waste of oil and gas underground (in the reservoirs in which it accumulated), in storage and in transportation and is responsible for the protection of property rights of all persons concerned or affected thereby insofar as those rights relate to oil and gas exploration and exploitation in the state of Louisiana.


LOCATION AND POSITION INFORMATION:


The position of the Mineral Production Analyst within the Engineering-Administrative Division serves the Production Audit Section in the Baton Rouge, LA office. Roles include analyzing monthly oil and gas production reports for operators and transporters to ensure compliance with statutory regulations; reviewing error reports and directing/advising the applicant to address the errors; assisting operators and the general public with reviewing oil and gas data and submitting necessary reports. This position is crucial for production record maintenance in the Shreveport District area, the most active District in the State at this time. Production records are utilized by interested parties worldwide to verify royalty payments; evaluate potential prospects for new drilling activity; utilized by Department of Revenue to collect tax revenues.


Additional duties include, but are not limited to the following:


  • Assists in auditing applications of Amended Permits to Drill for Minerals to insure that proper feeds have been paid;
  • Assists in determining that financial security requirements as promulgates by LAC 43:XIX.104 are in effect prior to processing Applications for Permit to Drill and Amended Permit to Drill;
  • Assist Petroleum Scientist Manager and engineering staff in solving complex problems with industry concerning Amended Permits to Drill, confers and corresponds with E&P company personnel to present findings, resolve problems, and explain reporting requirements, and assigns data control coding for Application to Amend Permit to Drill Minerals;
  • Independently performs a comprehensive audit of all completion / re-completion reports and Application to Amend Permits to Drill verifying category codes and to assign new codes;
  • Interfaces with Production Audit Section to ensure proper reporting of production and movement of oil and gas;
  • Performs all other duties as assigned.
  • Audits, analyzes, and evaluates application for Permit to Drill for Minerals and accompanying location plats verifying completeness and accuracy of data shown thereon;
  • Serves as support to the Department of Children and Family Services (DCFS) during times of emergency activation to assist with ESF-6 operations including, but not limited to, shelter operations, evacuee registration and tracking, and Disaster Food Stamp Program operations;
  • Assigns state serial number and US well number to Application for Permit to Drill for Minerals when processed;

This vacancy is being announced as a classified position and is open to all qualified applicants. This position requires the selected applicant to serve a minimum probationary period of twelve (12) months. MINIMUM QUALIFICATIONS:


A baccalaureate degree.


Substitutions


Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.


Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:


A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.


30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.


60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.


90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

Reviews routine applications and reports in order to determine compliance with statutory regulations of the permitting, drilling, completing, testing, and plugging and abandonment of oil and gas wells.


Reviews error messages generated by agency systems related to coding, production, opening/closing stocks, acquisition and disposition of oil, gas and other hydrocarbons.

Develops and maintains suspense files on all compliance orders issued to industry entities to track whether violations have been corrected by the compliance deadline. Notifies agency personnel as needed.


Evaluates applications submitted by petroleum industry entities to ensure that applicable regulatory fee(s) as required by law are submitted. Maintains and updates reports of applications processed for budget/performance indicator requirements.


Performs reviews of forms using schematics to ensure that all work was performed in accordance with procedures as authorized by the agency.
