The Maryland Freestate ChalleNGe Academy (FCA) is one of the original 10 state Challenge Programs. FCA is a tuition-free program which offers at-risk adolescents 16 to 18 years old an opportunity to change their future for the better by providing the skills, education and self-discipline needed to become responsible, productive citizens. The initial program consists of a 22-week residential phase. During this phase the cadets learn self-discipline, leadership, and responsibility. Participants live and work in a controlled military environment, encouraging teamwork and personal growth. A 12-month post-residential phase focuses on helping enroll graduates in continued education, technical school programs or entry-level employment. During the post-residential phase, students are assisted by at least one trained mentor from the community for further development. Help young Marylanders who want and deserve the opportunity to acquire their GED and a path to a better future. The ability to pass a pre-employment physical is a condition of employment. The selected candidate for this position will be required to lead and perform daily physical training activities; constant movement through marching and military drilling; and long periods of time standing all of which may have to be performed in inclement weather conditions. All Freestate ChalleNGe Academy employees participate in a biannual walk with the Cadets.

This position is located on a military installation, and you will need to be able to enter the facility by passing a DOD background check for entering installations.

POSITION DUTIES

A Military Youth Worker I is the intermediate level of work providing supervision and guidance to youths (cadets) enrolled in a voluntary quasi-military residential program operated by the Military Department. Employees in this classification serve as role models and mentors to youths in the program, observe and interact with youths, assist them with group life skills, and advise them of programmatic requirements. Employees in this classification do not supervise other employees. Employees in this classification receive moderate supervision from a Military Youth Worker Supervisor. The work of this class may require travel to various locations for youth activities, such as community service sites. Employees are assigned to a regular shift but may be required to work other shifts, evenings, nights, weekends and holidays as required by staffing needs. Employees may be required to work unscheduled overtime in emergency situations and may be subject to call-in based on staffing needs. Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification. The Military Youth Worker I and II are differentiated on the basis of supervisory control exercised by the supervisor over these employees. The Military Youth Worker I performs a limited range of duties with some independence at times and under close supervision at other times, depending on the complexity of the specific duty being performed. The Military Youth Worker II performs the full range of duties under general supervision.

Positions duties include but not limited to:


  • Enforces safety standards and maintains accountability for cadets.
  • Maintains physical security over watch of cadets.
  • Enforces the rules and policies, which promote good personal health and hygiene practices.
  • Assist and supervises cadets on work details.
  • Transport or coordinates transportation of cadets to work projects, activities and outside appointments.
  • Provide liaison with sponsors of community service and work projects.
  • Ensure that resource support for all projects and activities is coordinated.
  • Attends and participates in staff and professional conferences and training.
  • Plans, organize, direct, and participate in cadet physical training.
  • Plans, coordinates, and evaluates extracurricular activities for the student population.
  • Participates in Corp Program activities.
  • Follows up with graduated cadets to ensure adjustment and satisfaction with educational and job placement in meeting their post-graduation goals.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of experience working with groups of children or youth in a structured environment, such as in a recreation center, institutional or school setting.

Notes:

1. Candidates may substitute fifteen credit hours including 3 credit hours in the behavioral or social sciences from an accredited college or university for the required experience.

2. Candidates may substitute U.S Armed Forces military service experience as a non-commissioned officer in Social Service Aid and Assistant classification or Social Service Aid and Assistant specialty codes in the Social Services, Psychology and Welfare field of work for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification will be trained in cardiopulmonary resuscitation and first aid leading to certification. These certifications must be kept current as a requirement of residential childcare licensure by the Department of Human Services.

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.

Employees promoted within the classification series may be required to operate large vans and buses to transport youth offsite. Employees assigned these duties will be required to obtain a Class C Maryland driver’s license.

SPECIAL REQUIREMENTS

1. Candidates for positions will be required to apply for a criminal background check as required by the Family Law Article, Section 5-561, Annotated Code of Maryland, as well as the ability to pass a Child Care and Federal background check in order to access the military installation and a review of the National Sex register.

2. Employees in this classification are required to successfully complete training as indicated by the National Challenge Program, such as one-week basis course for all Challenge Program staff and advanced courses on specific job responsibilities.

3. Employees in this classification are subject to substance abuse testing in accordance with the Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

4. This position also requires a valid Maryland Motor Vehicle operator's license class C with less than 5 points in order to operate state vehicles.
5. Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
6. You must have your COVID vaccination for this position.
