This posting is for the State of Hawaii, Department of Health, Office of the Deputy Director of Health Planning, Policy, and Program Development.

The position is located in Downtown on the Island of Oahu.

$7,253 - $12,072 per month, salary commensurate w/ training and experience

Duties Summary

Exempt, non-civil service, full-time, temporary appointment. The primary purpose of the Mental Health Policy and Housing Project is to expand statewide intergovernmental coordination, identify, and eliminate roadblocks in the affordable housing process to ensure federal and state resources are leveraged to maximize impacts for residences.

The primary purpose of the position is to develop, coordinate statewide advisory services on mental health and housing policies; develops strong relationships between mental health and housing policy professionals; implementing innovative mental health and housing policy initiatives that seek to improve the health outcomes through novel housing solutions for community members experiencing mental illness; support and assist in developing strong relationships between federal, state and county agencies to advance innovative mental health and housing policy programs, services and initiatives.

Minimum Qualification Requirements

EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor’s degree.

Excess work experience as described under the Specialized Experience, or any other responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study which completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

GENERAL EXPERIENCE: One and one-half (1 ½) years of progressively responsible professional work experience which required a high degree of analytical skill.

SPECIALIZED EXPERIENCE: Two (2) years of progressively responsible professional work experience which demonstrated the ability to analyze programs or projects through active participation in the development, and/or evaluation of programs and/or program activities.

The experience must have involved performing professional work concerned with program inter-relationships, effectiveness, or intra-program integration. It must further have demonstrated a high degree of analytical skill involving the ability to identify information needs, collect and analyze data, and identify problems and alternative solutions and their advantages and disadvantages and develop logical recommendations for a course of action and the ability to read, comprehend and interpret complex material such as State statues and/or federal regulations and draft comprehensive reports of finding and conclusions.

SUPERVISORY EXPERIENCE: One (1) year of supervisory work experience which included: planning, organizing, scheduling, and directing the work of others; assigning and reviewing their work; advising them on difficult work problems; training and developing subordinates; and evaluating their work experience, and disciplining them when necessary.
