Job Description
Summary The Office of Strategic Communications is the trusted voice of the ODNI. We are transforming the way the ODNI engages with the public, the media, and the workforce while investing in our employees. This position gives you the chance to do what all of those movie producers and writers wish they could - tell the Intelligence Community story from the inside. We are seeking creative, dynamic and forward thinking communicators to develop and deliver our story to a wide range of audiences. Responsibilities Serve as media spokesperson for the ODNI; Prepare and facilitate subject matter experts for print, web, radio or television media interviews. Prepare and coordinate news releases, media advisories, public affairs guidance, and responses to inquiries from United States (U.S.) and international media to support ODNI events and activities; develop news releases and other publicly releasable documents in accordance with approved style guide, e.g., "Associated Press Stylebook." Develop and execute a comprehensive ODNI strategic communications plan for an assigned area of responsibility that effectively communicates the ODNI's mission, vision, and goals to a specific set of assigned stakeholders; plan should include, but not be limited to, goals and objectives, situational analysis, key messages, target audiences, and planned communications events, programs, and activities. Maintain productive working relationships with staff in other communications organizations in the Intelligence Community (IC), and, as appropriate, members of the media, community leaders, policy groups, and/or concerned constituencies to provide information about ODNI mission, programs, and activities. Develop and disseminate information to stakeholders using a full range of media and communication methods; based on assignment, methods may include Town Halls, roundtables, ODNI senior principal speeches and Congressional testimony, workforce memorandums, ODNI brochures and publications, press releases, questions and answers (Q&A) and frequently asked questions (FAQs) documents, Internet and web 2.0 communications, and/or video presentations. Develop and produce informational materials concerning ODNI mission, programs, and activities for dissemination to stakeholders and obtain feedback on the effectiveness of these materials. Requirements Conditions of Employment Applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Applicants must have current TS/SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees. Qualifications Thorough knowledge of the ODNI, IC, Congress, and the overall national security apparatus. Oral and written communication skills sufficient to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products. Interpersonal skills and the ability to interact with a variety of audiences and convey information to a variety of audiences with different levels of comprehension of ODNI's mission, vision and goals. Analytical and critical thinking skills, including the ability to think strategically and to develop and produce complex public affairs information and materials. Ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; ability to work effectively with ODNI's senior leaders in a high profile and demanding office. Ability to develop innovative and flexible solutions that result in the identification of new or innovative ways to handle unfamiliar or complex problems, make contributions to group efforts, and take initiative. Ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as the ability to integrate and build upon diverse opinions. Education Bachelor's Degree. Additional Information Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
