The Manager, POPSS will manage administrative and fiscal aspects of Chicago’s Partnerships & Opportunities for Adolescent Health Preparation, Support and Services (POPSS). This position will have responsibility and oversight program deliverables, staff supervision, as well as the grant and contract management, budgets and reporting, human resources processes, and general administrative support.

Essential Job Functions:
  • Facilitate engagement of assigned function, including coordination of meetings and events, and development and implementation of the strategic plan.
  • Direct observation of and co-facilitation with facilitation team to ensure quality control.
  • Remains up to date and current with the complexities of school day programs in order to ensure curriculum in action is functioning as designed and staff are supported.
  • Development, management, and ongoing evaluation of administrative databases/data which can be related to Program requirements. This includes management of reporting deadlines and development of reporting materials.
  • The authority to hire, separate, promote, demote, write and administer performance evaluations. Supervision and support to staff in assigned work unit.
  • In collaboration with Division Leadership, will develop and manage project budgets.
  • Leads and supports professional development of all team members on the Health Education team.
  • Development and oversight of all contractual arrangements. This may entail working with outside partners (e.g., funders, subcontractors, consultants, etc.) and Lurie Children’s administrative departments (e.g., Lurie Children’s Foundation, Accounting, Office of Sponsored Programs, Human Resources) on the creation, review, and approval of contracts, memoranda of understanding, letters of agreement, job descriptions, etc.
  • Project management responsibility within assigned area, including maintaining project databases and tracking logs.
  • Development and management of all POPSS programs, including oversight and implementation of all program deliverables including, health education (FLASH curriculum) in both high schools and residential facilities, coalition, youth advisory board, clinical program (Confident Teen).
  • Creating, streamlining and ensuring consistency in office processes and overseeing other administrative aspects of day-to-day operations. Work with assigned staff to reduce inefficiencies in core program processes, communications and resource development.
  • Provide direct teaching of health education in a variety of settings, including schools; facilitating professional development for teachers and school staff; and providing education in caregiver workshops.
  • Other job functions as assigned.
  • Coordination with collaborating partners including Texas A&M
  • Attend project related city and state-level meetings and trainings as required.
  • Serving as a primary point of interface for the POPSS with other Lurie Children’s administrative departments (e.g., Lurie Children’s Foundation, Finance and Accounting, Office of Sponsored Programs, Human Resources). This may include attending all appropriate Division of Adolescent and Young Adult Medicine and Lurie Children’s business meetings, and ensuring that program interests are well represented. This includes representing assigned area at outside meetings, seminars and other activities deemed appropriate throughout the Chicago area and at other state and national meetings.
  • Coordination of HR processes. This will include working with the Division Leadership to develop job descriptions and working with the Lurie Children’s HR department to ensure the timely and effective administration of hiring and onboarding for staff and interns.
Knowledge, Skills and Abilities:
  • Commitment to social justice and community driven processes.
  • Demonstrated ability to manage complex budgets and funding streams.
  • Bachelor’s degree required. In lieu of a bachelor’s degree, seven or more years' experience with demonstrated progressive leadership experience will be accepted.
  • Organizational skills: Experience independently planning and managing projects; excellent attention to detail; ability to establish priorities and react promptly to a large variety of requests and needs, sometimes on short notice.
  • Ability to communicate clearly about program with both experts and nonexperts.
  • Strong analytical, interpersonal, and oral and written communication skills required.
  • Three to Five years of direct classroom teaching instruction in Health Education topics
  • Three or more years' experience with progressive project leadership; experience developing, mentoring and managing teams essential.
  • Ability to take initiative and work independently.
