PURPOSE

The Locator Technician identifies and marks underground facilities within city limits, including water, communication lines, duct packages, traffic cables, sewers, and street lighting circuits. The Locator Technician also provides services to surrounding suburban areas that receive their water supply from the City of Milwaukee.

ESSENTIAL FUNCTIONS

LOCATOR DUTIES:
  • Research locator charts and prints in preparation for underground facilities locate activities.
  • Utilize tools and materials (e.g., laptop computer, cable and pipe locators, pipe horn locator, Metro Tech locator, and Dynatel™ locator) for daily locate responsibilities.
  • Paint-in locate marks of underground facilities for regular assignments.
  • Identify and paint-in emergency locates and relocates.
  • Locate and paint-in cables for Street Lighting crews.
DIGGERS HOTLINE-RELATED DUTIES:
  • Meet with and/or communicate with all Diggers Hotline contractors when requested or when more clarification as needed.
  • Create reports with photos and comments to be shared with Diggers Hotline requests.

The Locator Technician must be willing and able to do the following:
  • Work a 40-hour work week, including a rotating emergency call-in schedule for nights/weekends.
  • Be available during construction season to work various hours of overtime as necessary.
  • Work outdoors in variable and extreme weather conditions (e.g., heat, cold, rain, wind, and snow).
  • Tolerate various environmental conditions indoors and out (e.g., noise, vibration, dirt, pollen, and sewer gases).
  • Work in confined space settings, i.e. entry into manholes (training provided).
  • Hear directions given in a noisy, distracting environment.
  • See clearly both near and far.
  • Properly lift and move objects weighing up to 20 lbs. alone or up to 50 lbs. with assistance.

MINIMUM REQUIREMENTS

  • At least 18 years of age at time of application.
  • Six months of experience in construction or related field.
  • Valid driver’s license at the time of application and throughout employment.
  • A good driving record at time of application, throughout the selection process, and throughout employment.

KNOWLEDGE, SKILLS, ABILITIES & OTHER CHARACTERISTICS

Technical
  • Ability to read and understand instructions, policies, and other work-related documents.
  • Ability to read prints and diagrams, such as standard utility blueprints and general drawings related to those prints.
  • Ability to read and follow street maps.
  • Ability to learn and effectively utilize locating equipment including but not limited to computers, metal detectors, DynaTels, and ground penetrating radar.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to use Microsoft Word, Excel, and Outlook.
Safety and Judgment
  • Ability to exercise care and good judgment regarding safety at all times, abiding by safety-related policies, laws, and Occupational Safety & Health Administration (OSHA) regulations.
  • Ability to monitor the work site vicinity, including pedestrian and vehicle traffic, to ensure the safety of the work crew and the public.
  • Honesty and the responsible use of departmental resources.
  • Ability to complete assignments in a timely manner.
Interpersonal and Customer Focus
  • Ability to work well both independently and as a team member.
  • Ability to interact with the public courteously.
  • Ability to work cooperatively, effectively, and fairly with coworkers and residents whose background may differ from one’s own.

CURRENT SALARY

The current starting annual salary (Pay Range 8EN) is $53,340 and the resident incentive starting annual salary for City of Milwaukee residents is $54,940.

SELECTION PROCESS

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
